Recruitment Freeze

Decision:

241/2005 The Cabinet agreed to unfreeze the following post, as detailed in Appendix 1 to the report, to enable the director to commence the recruitment process:
Community Services - Heritage Operations Manager.

2.

Review of Contract Select Lists

Decision:

242/2005 The Cabinet approved the new standing selects lists, as detailed in the appendices to the report.

3.

Review of Primary School Places in Walderslade

Decision:

228/2005 The Cabinet agreed to a review of primary school places in the Walderslade area and for public consultation on the proposed options as set out as scenarios 1 and 2 in paragraph 12.2 of the report.

4.

Audit of Statement of Accounts

Decision:

223/2005 The Cabinet noted the issues raised by PWC and the proposed action and response as summarised in the body of the report.
224/2005 The Cabinet recommended to Council the changes to the Statement of Accounts as set out in paragraph 4.3 of the report and reflected in the amended sections of the Statement of Accounts set out at Appendix 2 to the report.
225/2005 The Cabinet agreed to the continuance of current policies for the treatment of the trading deficit, accrual of salary costs and audit fees as set out in paragraphs 5.2 and 6.3 of the report.

5.

Concessionary Bus Fares

Decision:

226/2005 The Cabinet agreed the following preferred options for consultation:
a) That the Council should continue to participate in the Kent and Medway Countywide Concessionary Fares Consortium for the operation of concessionary fares.
b) That users should continue to be offered the option of half-fare travel before 9.00 am with a charge for the issue of the pass.
c) That companions will continue to be allowed to travel at the concessionary rate where they are needed by the bus pass holder.

227/2005 The Cabinet delegated authority to the Director of Regeneration and Development, in consultation with the Portfolio Holder for Front Line Services, to agree the draft scheme statement at the November meeting of the consortium for publication by 1 December 2005.

6.

Housing Anti Social Behaviour Policy and Procedures

Decision:

233/2005 The Cabinet approved the Anti Social Behaviour policy and procedures as annexed to the report.
234/2005 The Cabinet agreed that the Director of Health and Community Services, in consultation with the Portfolio Holder for Adult Services, be delegated authority to approve revisions to the policy and procedures as and when required.

7.

English Heritage - Local Management Arrangements

Decision:

235/2005 The Cabinet authorised the signing of the new Local Management Agreements with English Heritage for all three properties, with a side letter for both parties to commit

8.

Customer First Phase 2 - Invest to Save Proposals

Decision:

222/2005 The Cabinet recommended to Council that Phase 2 of the Customer First programme be financed through prudential borrowing on an invest to save basis for £776,000 on the terms set out in the report.

9.

Fundamental Review of Exclusions

Decision:

220/2005 The Cabinet endorsed the recommendations as set out in the review, subject to the recommendation for a package of support for schools being considered alongside other budget pressures as part of the 2006/2007 budget discussions.
221/2005 The Cabinet agreed that a detailed action plan for the implementation of the recommendations be drawn up by the Director of Education and Leisure in consultation with stakeholders.

10.

Letting of Nursery Premises at Warren Wood Primary School

Decision:

232/2005 The Cabinet delegated authority to the Director of Finance and Corporate Services to take a surrender of the existing lease and grant a new lease on the best terms reasonably obtainable.

11.

School Admission Arrangements for September 2007

Decision:

219/2005 The Cabinet approved the following points, as outlined in section 4 of the report, to be included in the formal consultation:
a) Options 1 and 2 in relation to the scheme of secondary education for the Hoo area
b) Options for changing the timetable for Primary school admissions
c) Changes to the Published Admissions Numbers as set out in section 4.2.1 of the report
d) Changes to the over subscription criteria for Voluntary Controlled Primary schools
e) Changes to the access areas for Greenacre and Walderslade Girls' schools.

12.

School Places for Three Year Olds - Impact Assessment

Decision:

229/2005 The Cabinet agreed that the Director of Education and Leisure be authorised to publish a public notice stating the intention to vary the age range of Bligh Infant School to allow the admission of children aged 3 years.
230/2005 The Cabinet agreed that the Director of Education and Leisure be authorised to publish a public notice stating the intention to vary the age range of Delce Infant School to allow the admission of children aged 3 years.
231/2005 The Cabinet agreed that the emerging Children and Young People's Plan for Medway takes into account the key findings of the report, and reflects the view that the development of all-through foundation stage education at schools is generally beneficial, together with support for developing childcare in partnership with private sector providers.
