Purpose:

This review will look into the outcomes of the review following consideration by the Education and Lifelong Learning Overview and Scrutiny Committee in September 2005.

Decision:

220/2005 The Cabinet endorsed the recommendations as set out in the review, subject to the recommendation for a package of support for schools being considered alongside other budget pressures as part of the 2006/2007 budget discussions.
221/2005 The Cabinet agreed that a detailed action plan for the implementation of the recommendations be drawn up by the Director of Education and Leisure in consultation with stakeholders.

Reasons for the decision:

Taking forward the review recommendations through the implementation of an action plan will enable the authority to bring down permanent exclusions in a way that enables Medway to be in line with or be better than, the Council's statistical neighbours.A range of measures are needed and these need to be coherently commissioned, implemented, monitored and evaluated in order to meet the complex needs of those children and young people whose behaviour may lead to permanent exclusion.
