Deangate Ridge Golf and Sports Complex and Riverside Indoor Bowls
Decision:
34/2003 That Deangate Golf and Sports Complex
is taken back under direct management from April 2003 on the
grounds set out at 8.1 of the report.
35/2003 That the Riverside Bowls facility be transferred in-house
from April 1 2003 and the facility closed at the end of the indoor
playing season, and the financial implications of keeping the
facility open will be built in to the 2003/04 budget.

Parking - Ward Reviews ( Priestfield)
Decision:
21/2003 Cabinet approved the proposed
extension to the existing controlled parking scheme to include
Gillingham Road (as illustrated on the map annexed to the
report).
22/2003 Cabinet approved the proposed introduction of permit holder
parking places only in Franklin Road on an experimental basis for
six months. This is to then be reviewed.
23/2003 Cabinet delegated authority to the Director of Development
and Environment, in consultation with the portfolio holder for Key
Service Delivery, to consider any valid objections received
following the advertisement of the intention to make the traffic
regulation order, and to decide whether to proceed with the making
of the order, with or without modifications.

Consumption of alcohol in designated public places
Decision:
19/2003 The Cabinet agreed to advise Council
of its support to consult on the designation of an area surrounding
Rochester High Street to restrict anti-social drinking in public
places.
20/2002 The Cabinet recommended that the extended boundary on the
esplanade, as suggested by Regeneration Overview and Scrutiny on
the revised map, be extended further to include the open space up
to the boundary with Hathaway Court (including the road and paths
on both sides of the Esplanade adjoining this open space).

Future of various Non-operational properties
Decision:
28/2003 The Cabinet recommended to Council
that property A00037 is declared surplus and the Director of
Finance and Corporate Services be authorised to dispose of them at
best consideration.
29/2003 The Cabinet recommended to Council that property A00084 is
declared surplus and the Director of Finance and Corporate Services
be authorised to dispose of them at best consideration.
30/2003 The Cabinet declared property A00087 as surplus to
requirements and the Director of Finance and Corporate Services was
authorised to dispose of the properties at best
consideration.
31/2003 The Cabinet declared property A00083 as surplus to
requirements and the Director of Finance and Corporate Services was
authorised to dispose of the properties at best
consideration.
32/2003 The Cabinet declared property A00035 as surplus to
requirements and the Director of Finance and Corporate Services was
authorised to dispose of the properties at best
consideration.
33/2003 The Cabinet agreed to defer the consideration of property
A00086 to enable further financial assessment of this and the
property A00085.

Local Access Forum
Decision:
24/2003 - see attached minutes
25/2003 That the Cabinet consider, as part of the budget setting
process for next year, the provision of £4,250 to meet the
setting up and running costs of the forum in 2003/4.

Recruitment Freeze
Decision:
17/2003 Cabinet agreed to unfreeze the
following posts, as detailed in appendix 1 to the report, to enable
directors to commence the recruitment process (see attached minutes
for list of posts)
18/2003 The Cabinet agreed to defer to its next meeting the
consideration of the ICT Administrative Assistant post within the
Education and Leisure directorate.

Relocation of the Special Unit at Byron Primary School to become part of Hoo St Werburgh Primary School
Decision:
26/2003 The Cabinet agreed to issue public
notices for the closure of Marlborough Special Unit attached to
Byron Primary school from 31 August 2004 and the opening of a new
unit attached to the Hoo St Werburgh Primary school from 1
September 2004.

Capitalisation of Highways Budget
Decision:
15/2003 The Cabinet confirmed its previous
position regarding the capitalised expenditure to the highway
revenue budget.
16/2003 The Cabinet recommended to Council that there be no change
to the budget and policy framework rules.
