Medway Park: Award of Contract

Decision:

246/2008 The Cabinet agreed to award the contract for the extension and new build contract to Crispin and Borst.

Youth Facilities Task Group Review

Decision:

241/2008 The Cabinet agreed the findings of the review and that they inform the next Children and Young Peoples Plan to be published in Spring 2009.

3.

Medway Innovation Centre

Decision:

242/2008 The Cabinet agreed to delegate authority to the Assistant Director Housing and Corporate Services, in consultation with the Portfolio Holder for Finance, to grant a lease of part of the Medway Innovation Centre Phase 2 building at the best terms reasonably obtainable.

Disposal of Freehold of 95 High Street, Rochester

Decision:

243/2008 The Cabinet recommended to Full Council that it declares 95 High Street and the coach dropping off point to the rear surplus, and that the Assistant Director of Housing and Corporate Services, in consultation with the Portfolio Holder for Finance, is authorised to dispose of the freehold of the premises for best consideration, on such terms considered reasonable and subject to leasing back of the ground floor, front basement and coach dropping off point at 95 High Street as set out in decision 244/2008.
244/2008 The Cabinet recommended to Full Council that the Assistant Director of Housing and Corporate Services, in consultation with the Portfolio Holder for Finance, is authorised to take leases back of the ground floor, front basement and coach dropping off point at 95 High Street on such terms considered reasonable.

5.

Revenue Budget Monitoring

Decision:

236/2008 The Cabinet endorsed the management action proposed and asked directors to recommend further action for containing overall expenditure within approved cash limits.

6.

Capital Budget Monitoring

Decision:

237/2008 The Cabinet agreed to recommend that Council on 15 January 2009 adds the following scheme, as set out at paragraph 5.1 of the report, to the capital programme: ommunities and Local Government funding for the Great Lines City Park.
238/2008 The Cabinet approved the virement for disabled adaptations as detailed in paragraph 4.2.4 of the report.
239/2008 The Cabinet agreed to recommend to Council on 15 January 2009 that the capital programme is amended to increase the allocation for Part 1 claims on the A228 to £2 million. The additional funding requirement of £1.580 million being met from a virement of £0.58 million and capital receipts of £1 million, subject to the outcome of officers' current investigations into alternative funding sources.

7.

Corporation Street Development Framework

Decision:

240/2008 The Cabinet agreed to adopt the revised Corporation Street Development Framework as a supplementary planning document.

8.

Recruitment Freeze

Decision:

245/2008 The Cabinet agreed to unfreeze the following posts, as detailed in Appendix 1 to the report, to enable officers to commence the recruitment process: Business Support: a) Accounting Technician. b) Benefits Manager. c) Senior Accountant. Children and Adults: d) Support Services Assistant - Physical Disability Team. e) Support Services Officer - Advisers. f) Support Personal Assistant to Director's Office.

9.

Capital Programme 2009/2010 and Beyond

Decision:

235/2008 The Cabinet agreed to forward the provisional draft capital programme to Overview and Scrutiny Committees as work in progress inviting them to offer comments on the proposals outlined.

Decision:

234/2008 The Cabinet agreed to forward the provisional draft budget to the Overview and Scrutiny Committees as work in progress inviting them to offer comments on the proposals outlined.

11.

Contract Award: High Volume Digital Printers

Decision:

247/2008 The Cabinet agreed to award the contract for the provision of the high volume digital copier to Oce for five years.
