Anti-Fraud and Corruption Policy
Decision:
170/2007 The Cabinet agreed to recommend that
Council approve the addition of the Anti Fraud and Corruption
Policy, as set out in Appendix 1 of the report, to the codes and
practices contained in chapter 5 of the Constitution.

Decision:
191/2007 The Cabinet agreed to delegate
authority to the Monitoring Officer, in consultation with the
Portfolio Holder for Strategic Development and Economic Growth, to
approve and accept the successful tender.

Civic Headquarters - Consequential Property Matters
Decision:
172/2007 The Cabinet agreed to delegate
authority to the Assistant Director of Corporate Services, in
consultation with the Portfolio Holder for Finance, to let any
vacant accommodation at 95 High Street, Rochester on the best terms
reasonably obtainable.
173/2007 The Cabinet agreed to delegate authority to the Assistant
Director of Corporate Services, in consultation with the Portfolio
Holder for Finance, to dispose of, assign, sublet, terminate or
surrender the leases at the Compass Centre, Chatham Maritime on the
best terms reasonably obtainable.
174/2007 The Cabinet agreed to delegate authority to the Assistant
Director of Corporate Services, in consultation with the Portfolio
Holder for Finance, to dispose of, assign, sublet, terminate or
surrender the lease at Kingsley House, Gillingham on the best terms
reasonably obtainable.
175/2007 The Cabinet agreed to delegate authority to the Assistant
Director of Corporate Services, in consultation with the Portfolio
Holder for Finance, to dispose of, assign, sublet, terminate or
surrender the lease at 19/21 Military Road, Chatham on the best
terms reasonably obtainable.
176/2007 The Cabinet agreed to delegate authority to the Assistant
Director of Corporate Services, in consultation with the Portfolio
Holder for Finance, to dispose of or let Park Lodge, Gillingham and
the surrounding land edged black on the attached plan on the best
terms reasonably obtainable, to consider any objections received in
respect of the disposal/letting of open space and to vary or
release the covenant which the land is subject to on the best terms
reasonably obtainable.
177/2007 The Cabinet agreed to delegate authority to the Assistant
Director of Corporate Services, in consultation with the Portfolio
Holder for Finance, to acquire leases or licences of additional car
parking at Gun Wharf on the best on the best terms reasonably
obtainable.
178/2007 The Cabinet agreed that the Civic Centre / Stood Retail
Park access road and the Land at Jane's Creek is declared surplus
to enable the Assistant Director of Corporate Services, in
consultation with the Portfolio Holder for Finance, to dispose of
it at best consideration using delegated powers.

Disposal of Various Property Assets
Decision:
179/2007 The Cabinet agreed that the site of
50-63, 68-79 and 64 Twydall Green is declared surplus to enable the
Assistant Director of Corporate Services, in consultation with the
Portfolio Holder for Finance, to dispose of it at best
consideration using delegated powers.
180/2007 The Cabinet agreed that the site of Carpeaux Close is
declared surplus to enable the Assistant Director of Corporate
Services, in consultation with the Portfolio Holder for Finance, to
dispose of it at best consideration using delegated powers.
181/2007 The Cabinet agreed that the site of the Earl Estate
Community Centre is declared surplus to enable the Assistant
Director of Corporate Services, in consultation with the Portfolio
Holder for Finance, to dispose of it at best consideration using
delegated powers.
182/2007 The Cabinet agreed to delegate authority for the disposal,
including the consideration of any objections to the disposal of
public open space, and acquisition of land in Balmoral Gardens to
the Assistant Director of Corporate Services, in consultation with
the relevant Portfolio Holders.
183/2007 The Cabinet agreed to delegate authority to the Assistant
Director of Corporate Services, in consultation with the Portfolio
Holder for Finance, to declare 1-3 Denbigh Avenue Rainham surplus
and thereafter dispose of 1-3 Denbigh Avenue Rainham at the best
consideration reasonably obtainable.
184/2007 The Cabinet agreed to delegate authority to the Assistant
Director of Corporate Services, in consultation with the Portfolio
Holder for Finance, to release the restrictive covenant in respect
of Land at Sultan Road, Chatham at the best consideration
reasonably obtainable.

Revised Channel Tunnel Rail Link (CTRL) Planning Memorandum
Decision:
167/2007 The Cabinet agreed that the Secretary
of State for Transport be advised of Medway Council's agreement to
the adoption of the simplified Channel Tunnel Rail Link Planning
Memorandum.
168/2007 The Cabinet agreed that the Secretary of State for
Transport and/or the Channel Tunnel Rail Link High Level Forum be
advised of Medway Council's agreement to the disbandment of the
Channel Tunnel Rail Link Planning Forum.
169/2007 The Cabinet recommended to Council that the Constitution
be changed, as set out in Appendix 2 of the report, to allow Plans
and Specifications submissions made pursuant to Paragraph 15 of
Schedule 6 of the Channel Tunnel Rail Link Act 1996 to be
determined by the Director of Regeneration and Development under
the Employee Delegation Scheme.

Annual Public Health Report
Decision:
166/2007 The Cabinet endorsed the Annual
Public Health Report for wide dissemination and discussion and
agreed to receive regular updates on the actions being taken to
reduce health inequalities in Medway.

Capital Budget Monitoring
Decision:
164/2007 The Cabinet noted:
a) Spend and commitments on the approved programme since 1 April
2007 to date amounted to approximately £34 million
b) Forecast spend during 2007/2008 as a whole amounted to
£105 million
c) The additions to the capital programme detailed in section 6 of
the report
d) The virements approved as detailed in section 7 of the
report.
165/2007 The Cabinet recommended to Council on 4 October 2007 the
following additions to the capital programme as outlined in section
6 of the report:
a) Medway Innovation Centre - additional £600,000 to be
funded from prudential borrowing
b) Medway Park Development - inclusion of the total scheme at
£11.1m with expenditure limited to the £8.1m currently
available.

Critical Success Factors
Decision:
188/2007 The Cabinet noted the current
performance against the Council's Critical Success Factors, as
indicated by the first quarter figures for this year.
189/2007 The Cabinet noted the comments made by the Overview and
Scrutiny Committees concerning the CSF performance.

Recruitment Freeze
Decision:
190/2007 The Cabinet agreed to unfreeze the
following posts, as detailed in Appendix 1 to the report, to enable
officers to commence the recruitment process:
Business Support Department
a) Accountancy Assistant (Directorate Support - Children's
Services)
b) Auditor - Internal Audit
Regeneration and Development
c) Senior Urban Design Officer.

Revenue Budget Monitoring
Decision:
160/2007 The Cabinet noted the following
actions taken under delegated authority:
a) Management restructuring in the leisure centres
b) Implementation of new income collection methods at the leisure
centres
c) A reiteration of the spending moratorium backed by specific
identification of unspent supplies and services budgets
d) A rigid review of all posts that become vacant with recruitment
proposals backed by a business case and authorised at director and
portfolio holder level and this to include any proposal to utilise
agency staff on an interim basis
e) A review of all discretionary spending areas not covered by the
general moratorium to determine the necessity of further commitment
e.g. learning and development, events, grants etc.
161/2007 The Cabinet approved, as set out in Appendix 2 to the
report, that there is a restriction of opening hours for general
public use at the Stirling Centre and that officers explore the use
of facilities by local schools during these periods. This is to be
done in consultation with the Portfolio Holder for Community
Services.
162/2007 The Cabinet approved, as set out in Appendix 2 to the
report, the closure of the crèche facilities at Black Lion,
Strood and Hoo, with the small number of existing users being
directed to alternate private sector nursery or childminder
provision.
163/2007 The Cabinet recommended to Council that the fees and
charges set out in Appendix 4 and 5 of the report be
adopted.

Medium Term Financial Plan
Decision:
153/2007 The Cabinet endorsed the underlying
aims of the Medium Term Financial Plan (paragraph 4.4 of the
report).
154/2007 The Cabinet endorsed the forecast level of overall funding
outlined in Section 6 of the report.
155/2007 The Cabinet instructed Portfolio Holders and Directors to
identify savings and efficiencies to achieve a balanced budget for
2008/2009.

25/9/07Partners for Growth - Business Funding Scheme
Decision:
171/2007 The Cabinet agreed to expand the
Partners for Growth eligibility criteria, as set out in paragraphs
6.1 to 6.8 of the report and that a report be submitted to Cabinet
in 6 months on the potential to expand the loan fund and
Partnership in line with paragraph 6.9 of the report.

Bereavement Services in Medway
Decision:
157/2007 The Cabinet agreed the
recommendations subject to Council approval of the review of fees
and charges set out in paragraph 4.1 of the report.

Medway Innovation Centre - Phase 2
Decision:
158/2007 The Cabinet noted the progress
achieved in developing the Phase 2 centre.
159/2007 The Cabinet recommended to Council the approval of the
additional prudential borrowing requirement of up to £600,000
so that the project can move forward to contract.

Learning Platform Procurement Options Appraisal
Decision:
185/2007 The Cabinet agreed the procurement of
a learning platform for Medway Schools using the Becta Learning
Services Framework.

Kingfisher Primary and St James' Primary Schools - Statutory Consultation
Decision:
186/2007 The Cabinet authorised the Director
of Children's Services to publish a public notice stating the
intention to vary the age range of Kingfisher Primary School, from
4-11 years to 3-11 years, to allow the admission of children aged 3
years
187/2007 The Cabinet authorised the Director of Children's Services
to support any proposal by the Governing Body of St James' CE VA
School to vary the age range to allow the admission of children
aged 3 years.

Future of Secondary Education in Strood
Decision:
156/2007 The Cabinet agreed to consult on
establishing a new co-educational school in Strood on the Chapter
school site, to instruct officers to enter into negotiations with
potential sponsors and to issue a statement of intent to form an
academy.
