1.	Treasury Management and Annual Investment Strategy View the background to item 1. View the decision for item 1. Decision: 32/2009 The Cabinet approved the Treasury Management and Investment Strategy as set out in the report. 33/2009 The Cabinet recommended to Full Council on 26 February 2009, the approval of the Prudential limits and indicators at Appendix 2 of the report together with the Minimum Revenue Provision Statement at Appendix 4 of the report.
2.	Progress Through Partnerships Host Contract View the background to item 2. View the decision for item 2. Decision: 37/2009 The Cabinet approved the award of the contract for host agency for the Progress through Partnerships programme to South East Employers / Shared Intelligence for £1m.
3.	Change of Age Range - Greenvale Infant School and Abbey Court School View the background to item 3. View the decision for item 3. Decision: 35/2009 The Cabinet agreed to consult on a proposed change to the age range of Greenvale Infant School, Chatham, to permit the admission of children from the age of 3 years with effect from September 2009. 36/2009 The Cabinet agreed to consult on a proposed change to the age range of Abbey Court School, Rainham, to permit the admission of children from the age of 3 years with effect from September 2009.
4.	Council Plan View the background to item 4. View the decision for item 4. Decision: 29/2009 The Cabinet recommended to Full Council on 26 February 2009 the Council Plan 2009-12 for approval and that the Council Plan replace the Performance Plan within the Policy Framework list, as set out in Article 4 in Chapter 2 of the Constitution. 30/2009 The Cabinet recommended to Council on 26 February 2009 that the Assistant Director of Communications, Performance and Partnerships is delegated authority, in consultation with the Portfolio Holder for Customer First and Corporate Services, to make minor changes to the plan prior to publication to ensure its accuracy and (if necessary) to reflect the final Budget as agreed by Council on 26 February 2009. 31/2009 The Cabinet agreed that the Assistant Director of Communications, Performance and Partnerships is instructed to continue to develop and modify the Critical Success Factor basket of indicators to capture the outcomes of the Council Plan.
5.	Recruitment Freeze View the background to item 5. View the decision for item 5. Decision: 38/2009 The Cabinet agreed to unfreeze the following posts, as detailed in Appendix 1 to the report, to enable officers to commence the recruitment process: Business Support a) Business Systems Technician (Support) b) Income & Treasury Team leader c) Insurance Assistant.
