Purpose:

This report will outline proposals to amend the lower age range of two schools to permit the admission of 3 year-olds into the foundation stage with effect from September 2009: Greenvale Infant School, Chatham, and Abbey Court School, Rainham.

The report will propose that public consultations be initiated to seek views of parents, other schools and nursery providers, and the wider public - in line with prescribed guidance.

Relevant Overview and Scrutiny Committee: Children and Adults Overview and Scrutiny Committee.

Decision:

35/2009 The Cabinet agreed to consult on a proposed change to the age range of Greenvale Infant School, Chatham, to permit the admission of children from the age of 3 years with effect from September 2009.
36/2009 The Cabinet agreed to consult on a proposed change to the age range of Abbey Court School, Rainham, to permit the admission of children from the age of 3 years with effect from September 2009.

Reasons for the decision:

The establishment of a Foundation Stage unit at Greenvale Infant School and Abbey Court School, would be consistent with the Council's duty to secure an education place for all three and four year olds whose parents want one, including children with additional needs. The initiation of the public consultation process will allow views on the merits of the proposals to be sought and considered in detail.
