Recruitment Freeze

Decision:

The Cabinet agreed to unfreeze the following posts, as detailed in Appendix 1 to the report, to enable directors to commence the recruitment process:

c) Co-ordinator of Register for Children with Disabilities

Medway NHS LIFT (Local Improvement Finance Trust)

Decision:

Revenue Budget Monitoring 2003/2004

Decision:

133/2004 The Cabinet considered and endorsed the management action summarised in the report to ensure that expenditure is contained within approved budgets.

Parking Review - Rochester West

Decision:

131/2004 The Cabinet agreed the proposed scheme to introduce the controlled parking to the following roads:-Roebuck Roadfrom 8am to 7pm Monday to Saturday permit holder parking with limited waiting for 2 hours.Borstal Street from 7am to 10pm Monday to Saturday permit holder parking with one hour limited waiting. The Cabinet agreed that delegated authority be given to the Director of Development and Environment, in consultation with the Portfolio Holder for Highways and Transport, to consider any valid objections received following the advertisement of the intention to make the traffic regulation order, and to decide whether to proceed with the making of the order, with or without modifications.

Youth Justice Plan (policy framework)

Decision:

122/2004 The Cabinet recommended to Council that the Youth Justice Plan update for 2004/2005 be agreed as part of the Council's policy framework and be forwarded to the Youth Justice Board for approval.
123/2004 The Cabinet noted, with an amendment to (iii), the following conclusions of the Education and Lifelong Learning Overview and Scrutiny Committee in relation to youth justice:- (i) Focus needs to shift to undertaking more early intervention work with young people and their families so the huge cost to society of offending can be lessened. (ii) Programmes within Medway schools based on the principles of restorative justice are effective and should be supported by the council.(iii) The Council needs to strive to ensure that 100% of Medway youth offenders leaving custody can access appropriate accommodation as this will reduce the likelihood of reoffending.

(iv) As one of the leading local authorities in engaging victims in restorative justice programmes, the Council should be aiming even higher than the current participation rate of 55%.(v) The Committee would like Medway Youth Offending Team to assist the Medway Secure Training Centre to establish a restorative justice programme within the facility.(vi) There is a need to better promote the importance of investing in youth justice services.(vii) All of the performance targets contained in the Youth Justice Plan must be owned by all stakeholders and not just the Youth Offending Team.

Capital Monitoring 2003/2004

Decision:

134/2004 The Cabinet noted:· That spending on the approved budget amounted to approximately £36.7m;· The completed schemes and the outputs that have resulted (section 5.1 of the report);
· The progress of larger specific schemes contained in section 5.2 of the report;· The proposed use of capital resources available to fund the programme, as referred to in table 2 of the report.

The Will Adams Pupil Referral Unit

Decision:

142/2004 The Cabinet agreed to waive Contract Rules to authorise the Director of Education and Leisure to enter a further contract with Rainer for the period 1 April 2004 - 31 July 2004 without entering into a tendering process.
143/2004 The Cabinet agreed that, as from 1 August 2004, the Will Adams Key Stage 4 Pupil Referral Unit be brought into the management of Medway Council pending a fundamental options appraisal, including a soft market test.
144/2004 The Cabinet agreed that a further report detailing the options for the location of the Pupil Referral Unit be submitted to Cabinet for consideration in due course.

9.

Medway Rural Action Plan - Consultation

Decision:

124/2004 The Cabinet approved the draft Rural Action Plan for publication and consultation with stakeholders in the rural area to be reported back to Cabinet for consideration and adoption on 20 July 2004.
