Purpose:

The report summarises the outcome of a recent review on education provision at the Will Adams Pupil Referral Unit and makes recommendations on the future of the unit.

Decision:

142/2004 The Cabinet agreed to waive Contract Rules to authorise the Director of Education and Leisure to enter a further contract with Rainer for the period 1 April 2004 - 31 July 2004 without entering into a tendering process.
143/2004 The Cabinet agreed that, as from 1 August 2004, the Will Adams Key Stage 4 Pupil Referral Unit be brought into the management of Medway Council pending a fundamental options appraisal, including a soft market test.
144/2004 The Cabinet agreed that a further report detailing the options for the location of the Pupil Referral Unit be submitted to Cabinet for consideration in due course.

Reasons for the decision:

The Will Adams Centre is necessary to meet the Council's legal requirement to provide full time education for excluded pupils. Local management pending a full options appraisal provides the opportunity to address the issues identified by the recent review of the centre, and to combine this with considering the wider options for the future.
