Development of Woodlands and Redevelopment of Shawswood
Decision:
98/2007 The Cabinet confirmed its commitment
in principle to developing the new facilities at Woodlands and
Shaws Wood and for LIFTCo to be the development partner so long as
their costs remain within the 'affordability cap' set by the
council.

Annual Audit and Inspection Letter
Decision:
108/2007 The Cabinet recommended to the Audit
Committee the annual audit and inspection letter for
acceptance.

Children's Centres / Age Range Changes
Decision:
100/2007 The Cabinet agreed that the Director
of Children's Services be authorised to publish a public notice
stating the intention to vary the age range of Brompton Westbrook
Primary School, from 4-11 years to 3-11 years, to allow the
admission of children aged 3 years.
101/2007 The Cabinet agreed that the Director of Children's
Services be authorised to publish a public notice stating the
intention to vary the age range of Oaklands Infant School from 4-7
years to 3-7 years, to allow the admission of children aged 3
years.
102/2007 The Cabinet agreed that the Director of Children's
Services be authorised to publish a public notice stating the
intention to vary the age range of Saxon Way Primary School from
4-11 years to 3-11 years, to allow the admission of children aged 3
years.
103/2007 The Cabinet agreed that the Director of Children's
Services be authorised to publish a public notice stating the
intention to vary the age range of St Margaret's at Troy Town
Primary School from 4-11 years to 3-11 years, to allow the
admission of children aged 3 years.
104/2007 The Cabinet agreed that the Director of Children's
Services be authorised to publish a public notice stating the
intention to vary the age range of Temple Mill Primary School from
4-11 years to 3-11 years, to allow the admission of children aged 3
years.
105/2007 The Cabinet agreed that the Director of Children's
Services be authorised to publish a public notice stating the
intention to vary the age range of Woodlands Primary School from
4-11 years to 3-11 years, to allow the admission of children aged 3
years.

Civic Headquarters
Decision:
112/2007 The Cabinet recommended to full
Council that: -
(a) the purchase of Gun Wharf be completed on the terms set out in
the exempt report,
(b) that a capital budget, as set out in the exempt report, be
allocated to enable the Council to move its administrative
functions into Gun Wharf and that the excess revenue costs for the
project are funded from reserves,
(c) that Municipal Buildings, Gillingham and Civic Centre, Strood
be declared surplus and the Chief Executive, in consultation with
the Leader of the Council, be authorised to dispose of these
properties as soon as possible.

Concessionary School Fare Scheme
Decision:
99/2007 The Cabinet agreed the proposed
options for the young people's concessionary bus fare scheme as set
out in section 4 of the report, and the implementation arrangements
as set out in section 5 of the report.

Constitutional Changes
Decision:
106/2007 The Cabinet recommended that the
Council adopt the changes to the Constitution, as set out in the
appendices to the report and the addendum report, and that the
Monitoring Officer be authorised to make minor changes to the
Constitution.

Performance Plan (Policy Framework)
Decision:
94/2007 The Cabinet noted the new priorities
and guiding principles and the areas currently included in the
draft Performance Plan.
95/2007 The Cabinet noted the comments of the Business Support
Overview and Scrutiny Committee and agreed to delegate authority to
the Assistant Director (Communications and Improvement), in
consultation with the Portfolio Holder for Customer First and
Corporate Services to finalise the recommendations on the 2007/2008
Performance Plan to Council on 14 June 2007. This would include the
addition of the following:

chapter (page 27 of the Cabinet report):

Recruitment Freeze
Decision:
109/2007 The Cabinet agreed to unfreeze the
following posts, as detailed in Appendix 1 to the report, to enable
Directors to commence the recruitment process:
Business Support
a) Web Editor - Communications
b) Capital Accountant
c) Accounting Technician
d) Service Support Assistant
Children's Services
e) Governor Support Officer
f) Senior Administration Officer.

Gillingham Town Centre Framework
Decision:
97/2007 The Cabinet agreed to adopt the
Gillingham Town Centre Development Framework subject to the changes
recommended in Appendix 2 of the report as a supplementary planning
document to the Medway Local Plan 2003.

Cabinet Advisory Groups
Decision:
107/2007 The Cabinet reaffirmed the
establishment of the Cabinet Advisory Groups and the appointment of
members to the bodies as set out in the report.

11. |
Land and Buildings on the Western Arm of Gillingham Pier
Decision:
110/2007 The Cabinet noted the bids contained
within the exempt appendix.
111/2007 The Cabinet agreed to grant delegated authority to the
Assistant Director (Corporate Services) to grant a lease for a term
not exceeding 5 years of the western arm of Gillingham Pier on the
best terms reasonably obtainable.
