Carbon Management Plan

Decision:

127/2006 The Cabinet agreed the Carbon Management Action Plan attached at appendix one to the report.

Statement of Accounts

Decision:

128/2006 The Cabinet noted the revenue and capital outturns as reported in sections 5, 6, 7 and 8 of the report.
129/2006 The Cabinet recommended to the Audit Committee that it approves the draft statement of accounts for 2005/2006.
130/2006 The Cabinet recommended to the Audit Committee the Statement on Internal Control for signature and inclusion in the Authority's Annual Accounts for the financial year 2005/2006.

Treasury Management Outturn 2005/2006

Decision:

131/2006 The Cabinet noted the content of the report and approved it in accordance with the CIPFA Code of Practice, particularly the impressive investment returns of the internal team.

4.

Alleygating Scheme

Decision:

134/2006 The Cabinet agreed that the Community Safety Partnership be requested, as set out in the report, to use the Building Safer Communities Fund to match fund any allocation from the Fire Authority and others, to take forward individual alley gating schemes which are risk assessed against criteria to protect the local community against arson and other forms of anti-social behaviour.
135/2006 The Cabinet agreed that the reinstatement of a budget for alley gating is considered as part of the 2007/2008 budget setting process.

5.

Sure Start Children's Centres

Decision:

132/2006 That the Director of Children's Services be authorised, in consultation with the Portfolio Holder for Children's Services, to develop and implement plans for the establishment of Sure Start Children's Centres at ten schools in Medway.

Recruitment Freeze

Decision:

136/2006 The Cabinet agreed to unfreeze the following posts, as detailed in Appendix 1 to the report, to enable Directors to commence the recruitment process:
