Brompton Conservation Area Appraisal

Decision:

86/2006 The Cabinet agreed to adopt the Conservation Area Appraisals for the Brompton Lines Conservation Area as set out in Appendix 6 to the report.
87/2006 The Cabinet authorised the extension of the boundaries to the Brompton Lines Conservation Area as set out in Appendix 1 of the report.
88/2006 The Cabinet agreed to instigate the process to make a Direction under Article 4(2) of the General Permitted Development Order (1995) to withdraw specified permitted development rights relating to specified dwelling houses and their curtilages within the Brompton Lines Conservation Area as set out in Appendix 1 of the report.

Recruitment Freeze

Decision:

96/2006 The Cabinet agreed to unfreeze the following posts, as detailed in Appendix 1 to the report (and appendix 1 to the addendum report), to enable Directors to commence the recruitment process:

3.

Review of Primary School Places in Walderslade: Consultation Outcomes

Decision:

78/2006 The Cabinet approved option 1, to reduce the admission numbers of the eight schools identified, as set out in section 3.5 of the report.
79/2006 The Cabinet supported the development of an authority wide Council Strategy for addressing falling rolls and smaller schools, in partnership with stakeholders.
80/2006 The Cabinet approved the development of extended school facilities for those schools identified in option 1 in line with the Council's Extended School Strategy.

Medway Renaissance Framework Panel

Decision:

81/2006 The Cabinet agreed to the establishment of a Framework Panel for specialist advice for Medway Renaissance.
82/2006 The Cabinet authorised the Director of Regeneration and Development in consultation with the Leader and the Portfolio Holder for Strategic Development and Economic Growth to:
(i) select the panel suppliers and;
(ii) enter into a Framework Agreement with the selected suppliers.

Temple Waterfront Development Brief

Decision:

85/2006 The Cabinet authorised the Director of Regeneration and Development, in consultation with the Leader and the Portfolio Holder for Strategic Development and Economic Growth, to make minor changes to the Temple Waterfront Development Brief and issue it for consultation.

7.

Medway Innovation Centre

Decision:

89/2006 The Cabinet noted the phased development of the innovation centre and the progress that has been made in taking forward to delivery.
90/2006 The Cabinet approved Medway Council entering into a lease with Bae Systems for the first floor of the Corsair building and gave delegated authority to the Director of Finance and Corporate Services to negotiate and complete the lease upon the principal terms set out in the exempt appendix as soon as the ODPM funding agreement has been concluded.
91/2006 The Cabinet approved expenditure of £300,000 from the capital programme provision for the Medway Innovation Centre project in line with the funding agreement.

8.

School Places for Three Year Olds

Decision:

93/2006 The Cabinet agreed to authorise the Director of Children's Services to initiate public consultation on the variation of the age range of Swingate Infant School to allow the admission of children aged 3 years.

9.

School Admissions - 2007 (Call-In)

Decision:

92/2006 The Cabinet confirmed its decision made on 4 April 2006 - to agree option 2 for the Hoo Peninsula scheme of education, as outlined in section 5.4 of the report, to respond to the issues raised by residents on the Hoo Peninsula and safeguard the interests of Medway residents overall.

10.

Northbank House

Decision:

98/2006 The Cabinet agreed to use the 2003 consent order, so that the property can be let at less than best consideration.
99/2006 The Cabinet agreed to grant the Director of Finance and Corporate Services delegated authority to serve any necessary notices, to take a surrender of the current lease and to grant a new lease and any necessary supplementary agreement(s) in respect of Northbank House.

11.

Tree Contract

Decision:

97/2006 The Cabinet approved the award of the contract for tree pruning, felling and planting to Blenwood Grounds Maintenance for three years commencing on 1 July 2006, with the option to extend the contract for up to 24 months subject to satisfactory performance.

12.

Park and Ride, Medway City Estate

Decision:

95/2006 The Cabinet granted delegated authority to the Director of Finance and Corporate Services to enter into an agreement where the land hatched on the plan set out in the report, and containing a new park and ride facility, will be transferred to the Council on the best terms reasonably obtainable.

13.

Grant Allocation to Citizens Advice Bureau Medway

Decision:

84/2006 The Cabinet approved the waiver of contract rules and authorised the award of grant subject to a service level agreement with Medway District Citizens Advice Bureau, over a three-year period, to provide general advisory services to the residents of Medway.

14.

Risk Management Strategy

Decision:

94/2006 The Cabinet agreed the overarching Risk Management Strategy, as set out in appendix 1 to the report, and noted that the Overview and Scrutiny Committees would undertake further work on specific service risks in their individual service areas, as set out in appendices 2-6 in the report.
