Community Safety Partnership Plan 2009-2012

Decision:

40/2009 The Cabinet noted the comments of the Regeneration, Community and Culture Overview and Scrutiny Committee and recommended to Council that the Community Safety Partnership Plan is approved as a policy framework document subject to the inclusion of the Safe and Strong Medway Local Area Agreement targets, as set out on pages 29-32 in the Cabinet agenda, within the plan, and to reflect the refresh of the Local Area Agreement.
41/2009 The Cabinet recommended to Council that the Assistant Director of Communications, Performance and Partnerships is delegated authority, in consultation with the Portfolio Holder for Customer First and Corporate Services, to make changes to the Council Plan to reflect the minor revisions as set out in section 2.7 of the report.

3.

Recruitment Freeze

Decision:

50/2009 The Cabinet agreed to unfreeze the following posts, as detailed in Appendix 1 to the report, to enable officers to commence the recruitment process: Children and Adults Services. a) Service Standards Manager. b) Valuing Medway People Partnership Board Co-ordinator. c) Day Services Modernisation Project Manager. d) Support Services Assistant - Lordswood.

Annual Audit and Inspection Letter

Decision:

46/2009 The Cabinet recommended to the Audit Committee the annual audit and inspection letter for acceptance.

5.

Business Rate Relief

Decision:

47/2009 The Cabinet agreed the Business Rate Relief guidelines as set out in Appendices 1 to 3 to the report, to apply for the next three years from 1 April 2009.

6.

Property Disposals

Decision:

48/2009 The Cabinet agreed that the site of the lodge/mess at St Margaret's Cemetery, Rochester be declared surplus to enable the Assistant Director of Housing and Corporate Services, in consultation with the Portfolio Holder for Finance, to dispose of it at best consideration using delegated powers.
49/2009 The Cabinet agreed that 16 Crown Street, Gillingham, be declared surplus to enable the Assistant Director of Housing and Corporate Services, in consultation with the Portfolio Holder for Finance, to dispose of it at best consideration using delegated powers.

7.

Local Area Agreement

Decision:

39/2009 The Cabinet recommended to Council on 25 March 2009 to agree the refresh of the Local Area Agreement as set out in the report.

8.

South Thames Gateway Building Control Partnership Business Plan

Decision:

45/2009 The Cabinet approved the proposed business plan for 2009-10 for the South Thames Gateway Building Control Partnership subject to any employment issues being progressed in accordance with the Council's constitution and Human Resources policies and procedures.

9.

Carers Strategy

Decision:

42/2009 The Cabinet agreed the Carers' Strategy as set out in appendix 1 to the report.

10.

School Admission Arrangements 2010

Decision:

43/2009 The Cabinet agreed the following changes to the Secondary Coordinated Scheme and Timetable for Testing: i) Proposed timetable A (as set out in appendix B to the report) be approved; ii) Late applications be accepted from those moving into the area and those with exceptional reasons for the delay up until 11 December 2009. After this date, all applications will be dealt with after allocation; iii) The pass mark for the Medway Test be calculated based on the whole Medway Cohort, which will include children on the Hoo Peninsula.
44/2009 The Cabinet agreed the following changes to the Primary Coordinated Scheme and arrangements including Published Admission Numbers: i) No changes be made to the Primary co-ordinated scheme in Medway, other than to change the key dates where they fall on a weekend; ii) The oversubscription criterion for current family association be extended to include siblings attending a paired infant or junior school who will still be attending in September 2010; iii) The Planned Admission Number (PAN) for Delce Junior School be reduced from 120 to 90 for 2010.
