Chatham Centre and Waterfront Development Brief

Decision:

152/2008 The Cabinet agreed the following key points raised by the Regeneration, Community and Culture Overview and Scrutiny Committee: (i) That the opening of the Great Lines Ditch be endorsed and that the listed structures be noted and careful consideration of their future be given; (ii) That the exact location of the landmark building be determined at the time of a planning application; (iii) That the design of the cultural building be sensitive to the park; (iv) That it is noted that the buildings on the masterplans are purely indicative at this stage; (v) That an intention be endorsed to ensure Rats Bay Pumping Station is as unobtrusive as possible by either its relocation or other means.
153/2008 The Cabinet approved the Chatham Town Centre and Waterfront Development Brief, delegating authority to the Director of Regeneration, Community and Culture, in consultation with the relevant Portfolio Holders, to make any minor amendments and further editing necessary before the final document is formally published.

Captial Budget Monitoring

Decision:

157/2008 The Cabinet recommended to Council to add the schemes set out in paragraph 5.1 of the report to the approved capital programme.

3.

Recruitment Freeze

Decision:

158/2008 The Cabinet agreed to unfreeze the following posts, as detailed in Appendix 1 to the report, to enable officers to commence the recruitment process: Regeneration, Community and Culture. a) Technical Assistant (Highways). b) Administration Assistant Parking X 2.

4.

Revenue Budget Monitoring

Decision:

156/2008 The Cabinet noted the May forecast and instructed Directors to take appropriate action to achieve budget balance.

5.

Award of Contract - SEN Contract Renewals

Decision:

159/2008 The Cabinet approved the tenders for the provision of SEN transport from 3 September 2008 as set out in the exempt appendix.

6.

Statutory Notice Period Objection: Outcome of the Consultation on Establishing a New Academy School in Strood

Decision:

150/2008 The Cabinet agreed in accordance with s15(1) of the Education and Inspections Act 2006 and the School Organisation (Establishment and Discontinuance of Schools) (England) Regulations 2007, to discontinue Temple School, Cliffe Road, Strood, ME2 3DL and Chapter School, Carnation Road, Strood, ME2 2SX on 31 August, 2009.

7.

Audit Commission Report on Strategic Housing

Decision:

151/2008 The Cabinet agreed that the outcome of the strategic inspection report be noted, and that the improvement plan set out in appendix 2 to the report (as tabled at the meeting) be adopted.

8.

Alcohol Control Zones - Strood and Gillingham

Decision:

155/2008 The Cabinet recommended the following to Council on 31 July 2008: (i) To make a Designated Public Places Order as set out in paragraph 3.1 of the report to create alcohol control zones in the Gillingham and Strood areas as shown on the attached plan. (ii) To request officers to review the area and effect of the order 12 months following its implementation.

Corporation Street Development Framework

Decision:

154/2008 The Cabinet authorised the release of the draft Corporation Street Development Framework for public consultation subject to the introduction of bus priority at traffic signals (where possible) rather than the introduction of dedicated bus lanes along the length of Corporation Street.
