School Travel Assistance - Selective Schools

Decision:

144/2008 The Cabinet agreed to authorise the Director of Children and Adults, in consultation with the Portfolio Holder for Children's Services to:
a) Undertake statutory consultation on the proposal to amend the mainstream school transport policy with effect from January 2009, such that for the purpose of travel assistance, the Hundred of Hoo Comprehensive, and the St John Fisher Catholic Comprehensive schools would no longer be deemed to be the nearest appropriate school for those Year 7 pupils deemed selective.
b) Determine whether to amend the school transport policy as outlined above at the end of the statutory consultation process including the consideration of any objections.

Chatham Road Scheme

Decision:

140/2008 The Cabinet approved the phase 2 works.
141/2008 The Cabinet approved the final layout for the bus facility, subject to the Council, as landowners, advertising the appropriation of that part of the proposed site currently forming open space to bus facility and delegated authority to the Director of Regeneration, Community and Culture, in consultation with the Portfolio Holders, to issue the relevant advertisement and consider any objections and determine whether or not to appropriate the land.
142/2008 The Cabinet recommended to Council that the Council makes a Compulsory Purchase Order for the acquisition of any land required for the road scheme which cannot be acquired by negotiation.
143/2008 The Cabinet delegated authority to the Assistant Director, Housing and Corporate Services, in consultation with the Portfolio Holder for Finance, all aspects of estate management of the land acquired, including the grant of short term leases and licences and the surrender or variation of existing interests.

3.

Future of Secondary Education in Chatham

Decision:

139/2008 The Cabinet agreed to consult on establishing a new co-educational school in Chatham on the Medway Community College site and instructed officers to enter into negotiations with sponsors and to issue a statement of intent to form an academy.

4.

Grounds Maintenance Contract (Bereavement Services)

Decision:

149/2008 The Cabinet agreed to award the contract for grounds maintenance for the crematorium and cemeteries to English Landscapes for a period of 5 years commencing on 1 September 2008.

5.

Recruitment Freeze

Decision:

148/2008 The Cabinet agreed to unfreeze the following posts, as detailed in Appendix 1 to the report, to enable officers to commence the recruitment process:
Business Support
a) Accounting Technician
b) Exchequer Officer Type 1
c) Solicitor.

6.

Treasury Management Outturn

Decision:

146/2008 The Cabinet, in accordance with the CIPFA Code of Practice, noted the content and approved this report, in particular the in-house team's success in out-performing the fund managers.
147/2008 The Cabinet recommended the Minimum Revenue Provision Statement, as set out in appendix 2 of the report, to Council for approval.
