Recruitment Freeze

Decision:

10/2008 The Cabinet agreed to unfreeze the following posts, as detailed in Appendix 1 to the report, to enable officers to commence the recruitment process:

Business Support
a) Research and Review Manager
b) Service Support Assistant
c) Exchequer Services Supervisor

Regeneration and Development
d) Technical Assistant
e) Senior Planner (Environmental Policy).

School Organisation Plan

Decision:

1/2008 The Cabinet approved the amendments to the School Organisation Plan as set out in paragraph 5 of the report, subject to the principle at 5.8 being amended to read

Constitutional Issues

Decision:

6/2008 The Cabinet recommended Council to:
a) delegate authority to the Chief Executive to formally appoint Independent Members to serve on Independent Admission Appeals Panels and Independent Exclusion Appeals Panels for terms of office not exceeding three years at a time
b) formally designate the Head of Democratic Services as Clerk to the Independent Panels for School Admission Appeals and School Exclusion Appeals and to authorise the Clerk to appoint the Chairman for each Panel from among the pool of Independent Members.
7/2008 The Cabinet recommended Council to:
a) appoint the Local Authority representative on the two Management Committees.
b) amend the procedures for appointing Local Authority governors to include the appointment of Local Authority members of PRU Management Committees
8/2008 The Cabinet agreed to:
a) approve the first Instruments of Government for the Silverbank and Will Adams Centre Pupil Referral Units, as set out in Appendix 1 and 2 of the report;
b) delegate to the Director of Children's Services power to make arrangements for elections for parent and staff members and to appoint the first community members;
c) delegate to the Management Committees the power to
· conduct the unit
· manage complaints
· manage discipline (including exclusion of pupils).
9/2008 The Cabinet recommended to Council to amend paragraph 8.1 (bullet point 2 (vii)) of the employee delegation scheme (part 4, chapter 3 of the Constitution) as set out in section 6 of the report.

6 Month Progress Report on the Council's Performance Plan

Decision:

5/2008 The Cabinet noted the current performance against the Council's critical success factors as indicated by the first six month's figures for 2007/2008.

Concessionary Bus Fares

Decision:

2/2008 The Cabinet agreed that from 1 April 2008, the use of concessionary bus passes should be restricted to the statutory minimum times - 9.30 am to 11.00 pm Monday to Friday and any time at weekends and Bank Holidays.
3/2008 The Cabinet agreed to the continued issue of companion passes.
4/2008 The Cabinet recommended to Council the introduction of a charge of £75 (increased annually by inflation) for the issue of companion passes and that the ability of the companion to travel free of charge will apply only in the Medway area and also those other parts of Kent where agreed by the relevant local authority.
