Purpose:

This report will consider issues arising from the introduction of England-wide free travel from April 2008.

Decision:

2/2008 The Cabinet agreed that from 1 April 2008, the use of concessionary bus passes should be restricted to the statutory minimum times - 9.30 am to 11.00 pm Monday to Friday and any time at weekends and Bank Holidays.
3/2008 The Cabinet agreed to the continued issue of companion passes.
4/2008 The Cabinet recommended to Council the introduction of a charge of £75 (increased annually by inflation) for the issue of companion passes and that the ability of the companion to travel free of charge will apply only in the Medway area and also those other parts of Kent where agreed by the relevant local authority.

Reasons for the decision:

These decisions need to be made in readiness to meet the Council's obligations to offer free off-peak travel throughout England from 1 April 2008.
