Application for a Premises Licence: Village Mini Market, 19 Parkside Parade, Cliffe Woods Minutes: The Panel heard an application
for a new premises licence in respect of
The application was to enable:
Hours the premises are open to the public
Monday to Sunday 08:00 to 23.00 Bank Holiday and Christmas Day 10:00 to 23:00
Hours for the supply of alcohol
Monday to Sunday 11:00 to 23.00 Bank Holiday and Christmas Day 10:00 to 23:00
The Business Development and Licensing Manager advised that the application had been correctly advertised in the press and notices had been displayed on the premises.
The Business Development and Licensing Manager also advised that the representations from Kent Police had been withdrawn following agreement by the applicant to the conditions as set out in the agenda.
The panel heard from the applicant’s representative that:
· All of the letters of objection talked about their personal feelings and were not backed up with factual evidence. · The applicant had great experience in running an off licences and he had never been cautioned or convicted by the police or had any problems with the other of the responsible authorities. None of the other responsible authorities had objected to the application. · The applicant had never knowingly sold alcohol to under age customers. · That the applicant had met with the police and had agreed to their conditions and subsequently the Police had withdrawn their objection to the application.
The panel heard from the objectors that:
· That there was a history of anti-social behaviour and underage drinking when the premises were last open and selling alcohol. That local residents especially the elderly were scared to go to the Parade after 6pm for fear of being intimidated by youths gathered outside the premises. · That people used to buy alcohol for underage youngsters and these youngsters used to sit outside in the car park and intimidate residents. · That since the premises had been closed the area had improved and residents quality of life had improved.

for a new premises licence in respect of
The application was to enable:

Monday to Sunday 07:00 to 23.00
The Business Development and Licensing Manager advised that the application had been correctly advertised in the press and notices had been displayed on the premises.
The Business Development and Licensing Manager also advised that the representations from Kent Police had been withdrawn following agreement by the applicant to the conditions as set out in the agenda and noted that the first condition had been amended to read as follows:
The panel heard from the applicant that:
· They were going to run the business as a family and that they would work with both the Police and the Community to ensure that there would be no problems caused by the store. They had agreed the conditions proposed by the Police, who had subsequently withdrawn their objection to the application. · He and his brother had experience in running such shops and that they would ensure that there would be a suitable number of staff in the store at all times. · He would try to ensure that deliveries and collections to and from the shop would be timed to cause as little disturbance to neighbours as possible. · He would not serve alcohol to inebriated people or to people buying alcohol for underage persons.
The panel heard from the objectors that:
· There were already too many outlets in the area selling alcohol and that if the application was granted this would encourage large groups of youths to have areas to hang around the area until 11pm. · There was no need for another off-licence in the area. · There was evidence to show that the applicants had sold alcohol to underage persons and drunks previously. · The premises was sited in a residential area with no parking and that patrons stopping in the street to buy alcohol would cause traffic problems. It was stated that the road outside of the stores were on an ambulance route to Medway Maritime Hospital and inconsiderate parking could cause problems.
Decision:
Accordingly, the
application was approved as follows:
