This report and accompanying appendix sets out an update from the NHS Kent and Medway Integrated Care Board (ICB) on changes that have recently made to Attention Deficit Hyperactivity Disorder (ADHD) and Autism Services in Kent and Medway. This report is also being considered by the Children and Young People Overview and Scrutiny Committee on 12 August 2026 and the draft minutes of its discussion will be shared with this Committee as an addendum report.

This report provides an update from the Kent and Medway Mental Health NHS Trust (KMMH) and NHS Kent and Medway Integrated Care Board (ICB).

The report focuses on:

1. Revised segmentation in the National Oversight Framework and progress against the trust’s Quality Improvement Plan.
2. An update on leadership changes since the last meeting.
3. The Q1 review of the transfer of services from North-East London Foundation Trust (NELFT) (joint KMMH and ICB update).
4. An overview of performance for the organisation and initiatives underway to address specific areas around flow.

This report provides an update on patient safety incident investigations at Medway Foundation Trust, set out at Appendix 1 to the report. Additionally, an update report is provided on the Ear Nose and Throat Service and the outcome of the investigation into the backlog of referrals to the service, which is set out at Appendix 2 to the report.

This report provides an update on the work underway to improve timely access to high quality urgent and emergency care at Medway Maritime Hospital, including updates on the system-wide efforts to eliminate corridor care at Medway Maritime Hospital, and the implementation of the Trust’s Virtual Hospital to support safe and timely care at home. The paper also outlines early signs of impact and the strengthened system-wide approach now in place.

The One Medway Council Plan (OMCP) 2024/28 sets out the Council’s priorities and the performance indicators used to monitor performance. This report and appendices summarise how we performed in Quarter 1 (Q1) 2026/27 on the delivery of these priorities. This report also presents the Q1 2026/27 review of strategic risks which fall under the remit of this committee.
