Decision:

193/2009 The Cabinet agreed to forward the provisional draft capital programme to Overview and Scrutiny as work in progress inviting them to offer comments on the proposals outlined.

Local Air Quality Management

Decision:

195/2009 The Cabinet instructed officers to undertake a 12 week consultation period on the proposed revocation of the current Air Quality Management Areas (AQMAs) and the declaration of three new AQMAs including a large central AQMA, as set out in the report.

Recruitment Freeze

Decision:

199/2009 The Cabinet agreed to unfreeze the following posts, as detailed in Appendix 1 to the report, to enable officers to commence the recruitment process: Business Support a) Internal Audit - Investigations Officer. b) Senior ICT Support OfficerChildren and Adults Services. c) Support Services Assistant - Elaine Centre.

201/2009 The Cabinet agreed to defer consideration of the report to allow more time for detailed analysis.

Gateway 3 Contract Award: Chatham Phase Two: Road Improvements, Union Street, Chatham

Decision:

202/2009 The Cabinet accepted the tender from J. Breheny Contractors Ltd, as set out in the exempt appendix, for the phase 2 improvements to Union Street, Chatham.

Chatham Dynamic Bus Facility Revised Scheme

Decision:

194/2009 The Cabinet agreed that (a) a planning application be submitted for a revised scheme (as described in this report, and as shown in the sketches appended to it). (b) the loss of existing public open space in the proposed site be advertised in the local press in accordance with s123 (2A) of the Local Government Act 1972 and the Director of Regeneration, Community and Culture be delegated authority, in consultation with the Portfolio Holder for Community Services, to consider any objections and determine whether or not to appropriate the land. (c) these decisions are considered urgent and therefore should not be subject to call-in.

Decision:

Decision:

192/2009 The Cabinet agreed to forward the provisional draft budget to the Overview and Scrutiny Committees as work in progress inviting them to offer comments on the proposals outlined.

Local Development Framework: Revised Local Development Scheme

Decision:

196/2009 The Cabinet agreed that the revised Local Development Scheme, appended to the report, be submitted for approval by the Secretary of State for Communities and Local Government subject to the Director of Regeneration, Community and Culture, in consultation with the Portfolio Holder for Strategic Development and Economic Growth, being delegated authority to make minor revisions to the scheme in conjunction with the Government Office for the South East.
197/2009 The Cabinet agreed that the revised Scheme will come into effect on the earlier of the following dates: a) Confirmation that the Secretary of State does not intend to issue a Direction in relation to the scheme; or b) 28 days after its submission to the Secretary of State (provided that no Direction has been received from the Secretary of State).

Gateway 3 Contract Award: Mental Health Floating Support Service

Decision:

204/2009 The Cabinet agreed that the contract for the Supporting People Mental Health Floating Support Service be awarded to In Touch on the bases of the outcome of the procurement process for a period of 3 years with the provision to extend for a further 1 year thereafter.
