Decision: 109/2009 The Cabinet agreed to the school meals catering contract being awarded to Chartwells (Scolarest) for a period of three years from September 2009, with an option to extend for a further two years.
2.	Treasury Management Outturn Annual Report View the background to item 2. View the decision for item 2. Decision: 103/2009 The Cabinet noted the content and approved this report in accordance with the CIPFA Code of Practice.
3.	Statement of Accounts 2008/2009 View the background to item 3. View the decision for item 3. Decision: 101/2009 The Cabinet noted the revenue and capital outturns as reported in sections 4, 5, 6 and 7 of the report and approved the actions taken in producing the Statement of Accounts as set out in these sections. 102/2009 The Cabinet recommended to the Audit Committee that it approves the draft Statement of accounts for 2008/2009.
4.	Council Plan 2009/2012 Targets View the background to item 4. View the decision for item 4. Decision: 106/2009 The Cabinet approved the Council Plan action plan measures of success and associated targets, as set out in the report.
5.	Recruitment Freeze View the background to item 5. View the decision for item 5. Decision: 108/2009 The Cabinet agreed to unfreeze the following posts, as detailed in Appendix 1 to the report, to enable officers to commence the recruitment process: Business Support a) Exchequer Officer. Children and Adults Services b) Business Change Manager. c) Support Services Assistant (SSA) - Lordswood Healthy Living Centre. d) SSA - Elaine Centre. e) Contracts Administrator X 3. f) Deputy Assessment Manager. g) SSA - Redvers Centre. h) Behavioural Support Family Worker - Integrated Area Teams.
6.	Local Development Framework - Issues and Options Report View the background to item 6. View the decision for item 6. Decision: 100/2009 The Cabinet agreed the associated Sustainability Assessment for publication, to inform consideration of the options in the Issues and Options report by the public. 99/2009 The Cabinet agreed the Issues and Options report for publication for the purposes of public consultation.
7.	Learning Platform Gateway 4 Contract Review View the background to item 7. View the decision for item 7.
8.	Annual Report 2008/2009 View the background to item 8. View the decision for item 8. Decision: 104/2009 The Cabinet approved for publication the Annual Report 2008/2009, and associated end of year performance tables. 105/2009 The Cabinet delegated authority to the Assistant Director of Communications, Performance and Partnerships, in consultation with the Portfolio Holders for Customer First and Corporate Services and Finance, to make minor changes to the Annual Report and appendices prior to publication to ensure its accuracy and consistency with the Statement of Accounts 2008/2009.
9.	Thames Estuary 2100 Consultation Plan View the background to item 9. View the decision for item 9. Decision: 107/2009 The Cabinet authorised the Director of Regeneration, Community and Culture, in consultation with the Portfolio Holders for Strategic Development and Economic Growth and Front Line Services, to submit a response to the TE2100 consultation plan, based on the points listed in paragraph 5.3 of the report.
