Roles and Functions of the Children's Trust

Decision:

224/2008 The Cabinet agreed the proposed draft framework arrangements for Medway's Children's Trust Board, as set out in annex 1 to the report.
225/2008 The Cabinet authorised the Director of Children and Adults, in consultation with the Portfolio Holder for Children's Services, to finalise the final details of the framework arrangements.

2.

Fire Sprinkler Systems

Decision:

231/2008 The Cabinet deferred consideration of this report and instructed officers to bring back an evaluation of the possibility of making the installation of fire sprinklers compulsory in all new builds within the Council's property portfolio, with details of the possible savings and advice from Kent Fire and Rescue Service.

Local Development Scheme

Decision:

226/2008 The Cabinet agreed that the revised Local Development Scheme for Medway come into effect on 13 November 2008.

Various Property Disposals

Decision:

228/2008 The Cabinet agreed that 39-41 Forge Lane Gillingham, is declared surplus to enable the Assistant Director of Housing and Corporate Services, in consultation with the Portfolio Holder for Finance, to dispose of it at best consideration using delegated powers.
229/2008 The Cabinet agreed that 1a/1b Chaucer Road Gillingham, is declared surplus to enable the Assistant Director of Housing and Corporate Services, in consultation with the Portfolio Holder for Finance, to dispose of it at best consideration using delegated powers.
230/2008 The Cabinet agreed that the Twydall Enterprise Centre in Gillingham, is declared surplus to enable the Assistant Director of Housing and Corporate Services, in consultation with the Portfolio Holder for Finance, to dispose of it at best consideration using delegated powers.

5.

Review of Strategic Risk Strategy and Corporate Business Risk Register

Decision:

222/2008 The Cabinet noted the comments of the Business Support Overview and Scrutiny Committee as set out in the report and agreed that the risk score of delivering radical innovation is increased to B2 (high/critical).
223/2008 The Cabinet approved the revised Risk Management Strategy, as set out in appendix A to the report, and the amendments to the Council's Risk Register detailed in appendix C to the report and outlined in 222/2008.

6.

Outcome of Consultation: Change of Age Range - Luton Infants School

Decision:

227/2008 The Cabinet agreed to change the age range of Luton Infant School, Chatham, to permit the admission of children from the age of three years with effect from January 2009 and to publish a public notice to this effect.

7.

Recruitment Freeze

Decision:

233/2008 The Cabinet agreed to unfreeze the following posts, as detailed in Appendix 1 to the report, to enable officers to commence the recruitment process: Children's Services a) Service Manager x 3. b) Support Services Assistant - Adult Direct Service Provision. c) Support Services Assistant - Platters Farm. d) Older People's Service Manager.

8.

Verge Parking Ban Pilot Schemes

Decision:

232/2008 The Cabinet agreed: i) To the retention of the current verge parking ban orders; ii) To the 'rolling out' of verge parking orders, in principle, throughout Medway on a phased basis and the site appraisal criteria being met as outlined in paragraph 3.3 of the report, prioritising them on the basis of road safety network management, the acceptability to local residents and the effect of the amenity to the neighbourhood; iii) That any future requests are ranked and scored in terms of priority; iv) That adequate funding is provided through the budget setting process; v) To investigate the possibility of allowing parking on Beechings Playing Field for Gillingham Football Club supporters on match days subject to weather permitting and a small charge being made to cover costs.
