Social Regeneration Strategy

Decision:

83/2008 The Cabinet approved the Social Regeneration Strategy 2008-2016 and agreed to adopt it as part of the Regeneration Framework.

Supporting People Contract: Pre-paid Short Term and Rehabilitation Beds

Decision:

95/2008 The Cabinet agreed that the provision of 15 pre paid short term and rehabilitation residential care beds for older people be exempt from the procurement process under contract rule 12.1.
96/2008 The Cabinet agreed that the Assistant Director of Housing and Corporate Services, in consultation with the Portfolio Holder for Adult Services, be authorised to award to the current providers set out in the report.

3.

Gateway 3 Medium Risk Procurement Contract Award: Insurance Programme Tender

Decision:

97/2008 The Cabinet agreed the award of the insurance contract to the identified companies in paragraph 5.3 of the report for a period of 5 years from 1 April 2008.

4.

Constitutional Issues

Decision:

87/2008 The Cabinet recommended the following changes to the Constitution to Council on 17 April to take effect from the Annual Council meeting on 7 May:
(i) the disestablishment of the Community Services Overview and Scrutiny Committee (noting that as a consequence, the Health and Adult Social Care Sub Committee will not be reappointed);
(ii) a change of the name of the Children's Services Overview and Scrutiny Committee to the Children and Adults Overview and Scrutiny Committee with continuing responsibility for scrutiny of children's health;
(iii) a change of the name of the Regeneration and Development Overview and Scrutiny Committee to the Regeneration, Community and Culture Overview and Scrutiny Committee;
(iv) the establishment of a Health and Adult Social Care Overview and Scrutiny Committee which will have the same terms of reference as the existing Health and Adult Social Care Sub Committee and to increase the size of that Committee from 10 to 12 members;
(v) The changes to the terms of reference of the Overview and Scrutiny Committees as set out in Appendix A to the report.
88/2008 The Cabinet recommended to Council the changes to the Local Choice Functions as set out in Appendix D of the report.
89/2008 The Cabinet recommended to Council to increase the number of Independent Members on the Standards Committee from four to six and that the Monitoring Officer and the Chairman of the Standards Committee be authorised to interview for three new independent members and to make a recommendation to Full Council for appointment.
90/2008 The Cabinet recommended to the Council on 17 April 2008 to submit the following proposals to the Annual Council on 7 May 2008:
(i) the establishment of committees, their size and allocation of seats to political groups as set out in paragraph 5.3 of the report subject to further changes required as a consequence of the recent resignation of a Member of the Council;
(ii) the continuation of an ad hoc Committee to consider the removal of Council appointed school governors as and when necessary and to waive political balance in respect of this Committee;
(iii) appointments to be made to each committee including the appointment of voting and non-voting co-optees in accordance with the wishes of the political groups;
(iv) appointments to Committees, Joint Committees and other bodies as set out in Appendix B of the report.
91/2008 The Cabinet recommended the Council on 17 April 2008 to submit the following proposal to the Joint meeting of Committees after the Annual Council meeting on 7 May 2008:
(i) the appointment of chairmen and vice chairmen of Committees;
(ii) the establishment of sub committees ( with terms of reference as set out in the Council's Constitution), task groups, their size and the allocation of seats to political groups as set out in Appendix C of the report.

5.

Shoreline Management Plans

Decision:

92/2008 The Cabinet agreed that the Isle of Grain to South Foreland and Medway and Swale Estuaries Shoreline Management Plans be adopted in accordance with Government guidance pending their approval by the Secretary of State for the Environment, Food and Rural Affairs.

6.

Capital Budget Monitoring

Decision:

86/2008 The Cabinet authorised expenditure against the approved capital programme for 2008/2009 and future years.

7.

The Future of Adult Education in Medway

Decision:

84/2008 The Cabinet agreed that Medway Council should relinquish responsibility for adult education and allow the Learning and Skills Council to outsource to another provider following a procurement process.
85/2008 The Cabinet agreed that any lease arrangements, if / where applicable, support the continued use of current adult learning delivery points in Rochester and Gillingham and that authority to enter into the leases and any ancillary agreements be delegated to the Assistant Director, Housing and Corporate Services.

8.

Validation of Planning Applications

Decision:

93/2008 The Cabinet adopted the local validation checklists.

9.

Recruitment Freeze

Decision:

94/2008 The Cabinet agreed to unfreeze the following post, as detailed in Appendix 1 to the report, to enable officers to commence the recruitment process:

Fundamental Review of Services for Children with a Disability

Decision:

73/2008 The Cabinet agreed with the strategic principle, outlined at paragraph 4.1 of the report, of a jointly commissioned, co-located and integrated assessment and information service.
74/2008 The Cabinet agreed to the initiation of a detailed delivery plan for phase two, as set out in paragraph 4.6 of the report.
75/2008 The Cabinet agreed to the development of specific work streams to resolve a number of issues crucial to implementation, as set out in paragraph 4.6 of the report
76/2008 The Cabinet agreed to an early report on the solutions to future accurate collection and monitoring of data, referred to in paragraph 3.2.2 of the report.
77/2008 The Cabinet agreed to the development of specific training to support the children with a disability workforce to be able to respond appropriately to children's needs in regard to safeguarding and child protection, as set out in paragraph 3.2.4 of the report.
78/2008 The Cabinet agreed to an urgent review of physical resources by the Medway Primary Care Trust, Medway Council and the Medway NHS Trust to ensure suitability to meet future needs, as set out in paragraph 3.2.6 of the report.
79/2008 The Cabinet agreed to a review of Respite provision in conjunction with any additional government funding for respite and childcare under Aiming High for Disabled Children, as set out in paragraphs 3.2.6 and 6.2 of the report.
80/2008 The Cabinet agreed to the development of a structure and timetable for reporting statistical data regularly to the Children and Young Peoples Strategic Partnership, as set out in paragraph 3.2.5 of the report.
81/2008 The Cabinet agreed to a further linkage with Medway Council's Housing Service, as set out in paragraph 3.2.8 of the report.
82/2008 The Cabinet agreed to a report back to Overview and Scrutiny with the new delivery plan and timelines for specific workstream outcomes by July 2008.
Noted The Cabinet noted the lessons learnt about commissioning arrangements, outlined at paragraph 3.3 of the report, which will also be reported to the Children and Young People's Strategic Partnership, in order to inform future commissioning arrangements.
