Capital Budget Monitoring
Decision:
27/2007 The Cabinet noted that spend and
commitments on the approved programme since 1 April 2006 to date
amounted to approximately £48.691 million.
28/2007 The Cabinet noted that forecast spend during 2006/2007
amounted to £86.395 million.
29/2007 The Cabinet noted that the proposed additions to the
capital programme, referred to in sections 5.2 and 6 of the report,
will be incorporated within the Capital Programme report being
considered by Cabinet on 20 February 2007.

Recruitment Freeze
Decision:
30/2007 The Cabinet agreed to unfreeze the
Caseworker post, as detailed in Appendix 1 to the report, to enable
the Director of Children's Services to commence the recruitment
process.

Revenue Budget Monitoring
Decision:
26/2007 The Cabinet agreed to re-enforce the
requirement that the budget be adhered to and instructed directors
to rigorously enforce both the controls over recruitment to vacant
posts and the organisation-wide spending moratorium.

Sure Start Children's Centres
Decision:
12/2007 The Cabinet agreed that the Director
of Children's Services be authorised to implement plans for the
establishment of Sure Start Children's Centres at ten schools in
Medway within the budgets identified in paragraph 9.1 of the
report:
a) All Faiths Community Children's Primary
b) Brompton Westbrook Primary School
c) Kingfisher Primary School
d) Lordswood Infant School
e) Oaklands Infant School
f) Saxon Way Primary School
g) St James' C of E VA Primary School
h) St Margaret's at Troy Town C of E VC Primary School
i) Temple Mill Primary School
j) Twydall Infant School.
13/2007 The Cabinet agreed that the Director of Children's Services
be authorised to initiate public consultation on the variation of
the age range of Brompton Westbrook Primary School, from 4-11 years
to 3-11 years, to allow the admission of children aged 3
years.
14/2007 The Cabinet agreed that the Director of Children's Services
be authorised to initiate public consultation on the variation of
the age range of Kingfisher Primary School from 4-11 years to 3-11
years, to allow the admission of children aged 3 years.
15/2007 The Cabinet agreed that the Director of Children's Services
be authorised to initiate public consultation on the variation of
the age range of Oaklands Infant School from 4-7 years to 3-7
years, to allow the admission of children aged 3 years.
16/2007 The Cabinet agreed that the Director of Children's Services
be authorised to initiate public consultation on the variation of
the age range of Saxon Way Primary School from 4-11 years to 3-11
years, to allow the admission of children aged 3 years.
17/2007 The Cabinet agreed that the Director of Children's
Services, with the Governing Body of the voluntary aided school, be
authorised to initiate public consultation on the variation of the
age range of St James' C of E Primary School from 4-11 years to
3-11 years, to allow the admission of children aged 3 years.
18/2007 The Cabinet agreed that the Director of Children's Services
be authorised to initiate public consultation on the variation of
the age range of St Margaret's at Troy Town Primary School from
4-11 years to 3-11 years, to allow the admission of children aged 3
years.
19/2007 The Cabinet agreed that the Director of Children's Services
be authorised to initiate public consultation on the variation of
the age range of Temple Mill Primary School from 4-11 years to 3-11
years, to allow the admission of children aged 3 years.

Member Development Strategy
Decision:
22/2007 The Cabinet agreed to recommend the
Member Development Strategy 2007 - 2011 to Council for
approval.

Acceptance of Tender: The Pilgrim School
Decision:
31/2007 The Cabinet agreed to award the Design
and Build contract for the project to Coombs (Canterbury)
Ltd.

Planning Enforcement Policy
Decision:
21/2007 The Cabinet agreed to recommend the
Planning Enforcement Policy, as attached as appendix one to the
report, to Council for approval.

Chatham Two-Way System
Decision:
10/2007 The Cabinet agreed that negotiations
be undertaken to seek to secure the relocation of Staples to a new
location at The Brook (Queens Street, Slicketts Hill car park) and
the demolition of the existing building.
11/2007 The Cabinet agreed to receive a report on 13 March 2007
giving a consultation timescale on three regeneration development
briefs for Chatham:
a) Station Gateway from Chatham Station to High Street.
b) Waterfront from the High Street to the Command House.
c) The Brook from the Army Careers Office to the old cinema in
Upbury Way (the east side of The Brook).
This will provide an opportunity to review those elements of the
Chatham framework which have changed since it was originally
agreed.
7/2007 The Cabinet instructed officers to continue to monitor the
road network in Chatham and to bring forward for consideration
proposals, where appropriate, to ease congestion.
8/2007 The Cabinet agreed that officers, in consultation with
traders, Chatham Town Centre Forum, North Kent Chamber of Commerce
and the Council's Economic Development Team consider schemes,
measures or projects that will assist in promoting trade in
Chatham.
9/2007 The Cabinet agreed to proceed with the demolition of the old
Chatham Library building; the provision of up to 120 additional
temporary parking spaces (subject to the grant of planning
permission); to provide a temporary vehicular link between
Riverside and Globe Lane car parks (subject to planning permission)
and to the demolition of Perrins and those parts of the former
Theatre Royal within the ownership of the Council.

Strood Market Site
Decision:
23/2007 The Cabinet approved the principle, as
landowner, of establishing a market on the Commercial Road Car Park
in Strood.
24/2007 The Cabinet requested that the Director of Community
Services and, if appropriate, other officers use their delegated
powers to seek all necessary statutory approvals to enable the
Commercial Road Car Park to be used as a market.
25/2007 The Cabinet delegated authority to the Director of
Community Services, in consultation with the Portfolio Holder for
Strategic Development and Economic Growth, to finalise the
management arrangements including procurement and leasing/licensing
the site, if required.
