Gateway 1 Options Appraisal: School Condition Programme 2011/2012 Boiler and Roofing Works pdf icon PDF 45 KB

Background:

 

This report sought permission to commence the procurement of boiler and roofing works at a number of Medway schools.

 

The purpose of the condition programme was to ensure schools could remain open and operational, complying with health and safety legislation and accessibility requirements. The programme was based on data extracted from the regular condition surveys of schools and works targeted at the worst affected schools and prioritised (in line with the Department for Education prescribed condition formula scoring).

 

The report considered the options available and recommended procurement via an EU compliant framework. An exempt appendix set out details of the whole life costings and budget for this project.

 

It was noted that the Strategic Procurement Board had considered and recommended this report to Cabinet on 16 February 2011.

The Cabinet agreed that this project proceeds to Gateway 2 procurement stage, as part of the 2011/2012 Condition Programme, via the invitation to quote route, as set out in paragraph 3.4 of the report. Building & Design Services will package the projects into 3 or 4 projects per package and tender via the select list.

 

Reasons:

 

This project seeks to avoid a deterioration of school buildings and a position where school buildings are not energy efficient and school closures may result due to a lack of hot water and heating or leaking roofs.

Gateway 1 Options Appraisal: Napier Community and Nursery School Building Project pdf icon PDF 59 KB

Background:

 

This report sought permission to commence the procurement of building works at Napier Community and Nursery School in Gillingham.

 

It was noted that Napier was one of the schools identified as a priority to receive funding as part of the Council’s Primary School Capital Programme and that this project supported the Council’s strategy to provide improved accommodation for the school and create one facility for the pupils, families and local community.

 

The report considered the options available and recommended procurement via an EU compliant framework. An exempt appendix set out details of the whole life costings and budget for this project.

 

It was noted that the Strategic Procurement Board had considered and recommended this report to Cabinet on 16 February 2011.

Cabinet agreed that this project proceed to Gateway 2 of the procurement process and tenders be invited for the scheme of works, on the basis set out in paragraph 3.9 of the report (Procurement via a below EU Threshold Select List).

 

Reasons:

 

The decision and project will support the delivery of the required improvements to Napier School, within the required timeframe.

This report sought permission to commence the procurement of building works at Oaklands School, Walderslade, the aim being to provide improved accommodation and to support the amalgamation of the Infant and Junior Schools in September 2012.

 

It was noted that Oaklands was one of the schools identified as a priority to receive funding as part of the Council’s Primary School Capital Programme and that this project supported the Council’s strategy to provide improved accommodation for the school by joining the two buildings to create one facility for the pupils, families and local community.

 

The report considered the options available and recommended procurement via an EU compliant framework. An exempt appendix gave details of the whole life costings and budget for this project.

 

It was noted that the Strategic Procurement Board had considered and recommended this report to Cabinet on 16 February 2011.

Gateway 3 Procurement Tender Process Review and Contract Award: Sir Joseph Williamson's Mathematical School - New Design/Technology Building and Playground Extension pdf icon PDF 56 KB

Background:

 

This report sought permission to award two contracts for the Sir Joseph Williamson’s Mathematical School new design/technology building scheme.

 

This project would provide better quality accommodation for English, Science, Design Technology and Art; replace undersized classrooms; give improved adjacencies for English with Music and Drama; provide additional space to expand Science in the future and demolish the mobiles/temporary buildings. An extension to the playground area at the rear of the school buildings was also required.

 

The Cabinet had agreed to commence the procurement (Gateway 1) on 30 November 2010 and the report gave details of the procurement process, the options available and an evaluation of the tender information. An exempt appendix set out details of the whole life costings for this contract, together with the detailed tender evaluation information. It was recommended that contracts be awarded to two contractors, the first for the playground extension and the second for the Design/Technology building.

 

It was noted that the Procurement Board had considered this report on 16 February 2011 and referred it to Cabinet for formal consideration and approval.

The Cabinet agreed to award, as outlined within section 2.5 ‘Procurement Contract Award Recommendation’ of the Exempt Appendix:

a)     the playground extension contract to Walker Construction Limited

b)     the Design/Technology building contract to Coombs (Canterbury) Limited.

 

Reasons:

 

The procurement will deliver the objectives outlined in the business case, to provide accommodation to enable the school to deliver the quality curriculum offer for all key subjects.
