Recruitment Freeze

Decision:

206/2006 The Cabinet agreed to unfreeze the following post, as detailed in Appendix 1 to the report, to enable the Director of Community Services to commence the recruitment process:

a) Support Services Assistant to Assistant Director of Social Care.

2.

Adult Learning Inspectorate (ALI) Inspection

Decision:

199/2006 The Cabinet noted the improvements in the service and endorsed the future direction of the service.

3.

Strategic Flood Risk Assessment Guide

Decision:

204/2006 The Cabinet agreed that the Medway Estuary Strategic Flood Risk Assessment be made available to relevant parties and the accompanying guide published to assist in its interpretation and use.

4.

Telecommunications Document

Decision:

205/2006 The Cabinet approved the publication of the Medway Technical Guide for the Installation of Telecommunications Equipment as appended to the report.

5.

Gillingham Town Centre Framework

Decision:

200/2006 The Cabinet authorised consultation on the proposed Gillingham Town Centre Development Framework.

6.

Development Contributions Guide

Decision:

201/2006 The Cabinet noted the generally positive response to the first round of public consultation on the Draft Development Contributions Guide as set out in Appendix 2 to the report.
202/2006 The Cabinet agreed that a further round of public consultation be undertaken for the reasons set out in the report with a parallel consultation on the Sustainability Assessment.
203/2006 The Cabinet agreed that the Director for Regeneration and Development, in consultation with the Portfolio Holder for Strategic Development and Economic Growth, be granted delegated authority to approve technical amendments to the revised guide prior to its re-publication.

7.

Community Plan (Policy Framework) and Local Area Agreements

Decision:

196/2006 The Cabinet recommended to Council that the draft Community Plan, incorporating Finance and Corporate Services Overview and Scrutiny Committee's comments, be approved, as a policy framework document subject to priority 10 on p32 of the agenda being amended to read

8.

Call-in - Family and Adolescent Centre

Decision:

198/2006 The Cabinet reaffirmed its endorsement of the management proposal to move the service provided by the Family and Adolescent Centre to the integrated teams where young people can receive a better service from a wider range of specialist staff. In so doing the service provided at the Family and Adolescent Centre would cease and staff would be transferred into suitable posts.

9.

Legal Framework Agreement

Decision:

207/2006 The Cabinet approved a Legal Framework Agreement consisting of the following firms:

Property and Contract work:
