Recruitment Freeze

Decision:

8/2005 The Cabinet agreed to unfreeze the following posts, as detailed in Appendix 1 to the report, to enable Directors to commence the recruitment process:

Education and Leisure
a. Education and Welfare Officer

Finance and Corporate Services
b. Personnel Officer
c. Personnel Assistant
d. CIPFA Trainee
e. Principal Auditor.

2.

Electricity Supply

Decision:

11/2005 The Cabinet agreed to grant delegated authority to the Director of Finance and Corporate Services, in consultation with the Portfolio Holder for Finance, to grant EDF Energy a cable easement under land at Northbank House, Medway City Estate and Chatham Waterfront on the best terms reasonably obtainable.

Best Value: Services to Schools

Decision:

1/2005 The Cabinet agreed the action plan set out in Appendix 1 to the report.

4.

Strood Riverside

Decision:

10/2005 The Cabinet agreed to recommend to Council, subject to unconditional funding being made available from the ODPM, to:

a) Proceed with the implementation of the Rochester Upon Medway City Council (Strood Riverside) Compulsory Purchase Order 1998.

b) Delegate authority to the Director of Finance and Corporate Services, in consultation with the Leader of the Council and Finance Portfolio Holder, to undertake all aspects of its implementation, in respect of all or parts of the land as necessary or appropriate, including:
i) Making the general vesting declaration(s) and the serving of notices to treat and notices of entry on occupiers.
ii) Acquisition of property interests by agreement.
iii) Negotiation and settlement of compensation claims.
iv) All aspects of estate management in relation to the site, including the grant of short-term leases and licences and the surrender or variation of existing interests.

5.

Six-month BVPI (best value performance indicators) and Critical Success Factors

Decision:

3/2005 The Cabinet noted the report and the comments made by the Overview and Scrutiny Committees.

6.

Audit and Inspection Report 2003/2004

Decision:

2/2005 The Cabinet accepted the Audit and Inspection Letter and approved the suggested management response.

7.

Rochester Riverside - Demolition Phase IV

Decision:

9/2005 The Cabinet agreed to grant delegated authority to the Director of Finance and Corporate Services, in consultation with the Leader, to accept the tender for the appointment of a contractor to undertake the fourth phase of demolition at Rochester Riverside.

8.

Consumer Direct

Decision:

4/2005 The Cabinet approved the purchase of a £1.00 share in Trading Standards South East Ltd.
5/2005 The Cabinet asked officers to maintain a local presence for consumers who prefer a locally based service but that officers configure services to channel calls towards Consumer Direct as expedient.
6/2005 The Cabinet noted that the Chief Executive, using delegated powers, will appoint an officer to serve on the board of Trading Standards South East Ltd.

9.

Land at the Street, Upper Halling

Decision:

7/2005 The Cabinet agreed that the land adjoining 27 The Street, Upper Halling, is declared surplus to the Council's requirements and the Director of Finance and Corporate Services is instructed to dispose of it at best consideration.
