Acceptance of Tenders for Building Works

Decision:

353/2004 The Cabinet awarded the contract to provide a flexible learning centre and collegiate hub at New Brompton College to Coombes (Canterbury) Ltd on the terms set out in the exempt appendix to the report.
354/2004 The Cabinet awarded the contract for the refurbishment of Chatham Library (Gun Wharf) to Coombes (Canterbury) Ltd on the terms set out in the exempt appendix to the report.

ODPM Funding for Thames Gateway

Decision:

333/2004 The Cabinet agreed to take the opportunity to bid for further funding for Medway, and agreed the list of projects (as tabled at the meeting) to be submitted to the ODPM.
334/2004 The Cabinet agreed the arrangements for the drawdown of funding for the Community Enterprise Hubs and Community Learning Centres by other partners in North Kent.

4.

Medway Waterfront Renaissance Strategy

Decision:

317/2004 The Cabinet approved the final version of the Medway Waterfront Renaissance Strategy and agreed to its submission to the Office of the Deputy Prime Minister.

5.

Inclusion in Learning Project

Decision:

350/2004 The Cabinet agreed to authorise the Director of Education and Leisure to enter into contracts with Medway Mediation, Medway Education Business Partnership and Mid-Kent College to provide the Inclusion in Learning project without going through a quotation or tendering process in accordance with paragraph 7(a) of the Council's contract rules as set out in section 3 of the report.

Restrictive Covenant: Pier Road, Gillingham

Decision:

356/2004 The Cabinet agreed to the release of the restrictive covenants in exchange for a consideration set out in paragraph 8.1 of the report and payment of the Council's surveyor's and legal fees.

8.

Alcohol Control Zone

Decision:

336/2004 The Cabinet agreed that the Rochester alcohol control zone should be continued indefinitely.
337/2004 The Cabinet agreed that additional street signage will be provided in the zone, to facilitate public awareness and enforcement as quickly as possible.
338/2004 The Cabinet noted the recommendations and comments made by the Health and Community Services Overview and Scrutiny Committee.

9.

Recruitment Freeze

Decision:

352/2004 The Cabinet agreed to unfreeze the following posts, as detailed in Appendix 1 to the report, to enable Directors to commence the recruitment process:

Medium Term Financial Strategy 2004-2009

Decision:

326/2004 The Cabinet agreed the guiding principles upon which the strategy is based as set out in paragraph 4.6 of the report.
327/2004 The Cabinet noted the priority needs as set out in paragraph 9.2 of the report.
328/2004 The Cabinet noted the projected shortfall in funding in 2005/06 for the council overall of £4.065m as indicated in Appendix 2 to the report.
329/2004 The Cabinet agreed the preliminary service control totals as set out in paragraph 8.1 of the report.
330/2004 The Cabinet agreed that Directors prepare plans to meet the preliminary service control totals as set out in paragraph 8.1 of the report.
331/2004 The Cabinet agreed that Directors identify further potential savings to meet the shortfall against the corporate control total of £3.767m.
332/2004 The Cabinet noted that directorates will establish adequate checks and controls in order to derive budgets within these totals that are deliverable.

11.

Disposal of Land in Halling

Decision:

348/2004 The Cabinet agreed that the land at Stake Lane, Halling be declared surplus and authorised the Director of Finance and Corporate Services to dispose of it at best consideration.
349/2004 The Cabinet agreed to defer consideration of the land adjoining 27 The Street, Upper Halling pending further discussions with Halling Parish Council.

12.

Support for Pupils from Ethnic Minority Groups in Medway Schools

Decision:

335/2004 The Cabinet agreed that the Director of Education and Leisure move to a core strategic service to be implemented from September 2005.

Public Access Points

Decision:

351/2004 The Cabinet agreed to waive contract rules to permit a single tender action with BT for the procurement of kiosk technology as set out in paragraph 2.3 of the report.
