Recruitment Freeze

Decision:

311/2003 The Cabinet agreed to unfreeze the following posts, as detailed in Appendix 1 to the report, to enable the Director of Health and Community Services to commence the recruitment process:a) Support Services Assistant Adoption Servicesb) Personal Assistant to the Director of Health and Community Services

Home to School/College Transport Policy

Decision:

306/2003 The Cabinet approved the policy statements for mainstream transport, which included continuation of the nearest appropriate school rule and amended wording for religious/denominational transport, and the special educational needs home to school transport policy, attached to the report as appendices 2 and 3 respectively.

Audit of the Statement of the Accounts 2002/2003

Decision:

307/2003 The Cabinet noted the issues raised by PWC and the proposed response as summarised in section 4 of the report.
308/2003 The Cabinet agreed that no changes would be made to the 2002/2003 Statement of Accounts as a consequence of the PWC comments and the PWC report be submitted to Council.

School Admissions - September 2005

Decision:

305/2003 The Cabinet agreed to formal consultation taking place on:(i) the admission arrangements for primary and secondary community and voluntary controlled schools, as set out in appendices 1 and 2(ii) the co-ordinating primary and secondary schemes as set out in appendices 3 and 4.

Capital Budget Monitoring 2003/2004

Decision:

309/2003 The Cabinet noted:· That spending on the approved budget amounted to approximately £11m;· The completed schemes and the outputs that have resulted (section 5.1 of the report);· The progress of larger specific schemes contained in section 5.3 of the report;· The proposed use of capital resources available to fund the programme, as referred to in table 3 of the report.
310/2003 The Cabinet noted the proposed additions to the capital programme summarised in table 2 of the report and recommended to Council the approval of these amendments.

6.

Rochester Airfield Update

Decision:

The Cabinet approved the recommendations set out in section 6 of the report, with the negotiations referred to in 6.1 commencing immediately once written advice from Counsel has been received.

7.

Cultural Statement

Decision:

304/2003 The Cabinet approved and commended the Cultural Statement to the Culture and Heritage Group of the Local Strategic Partnership with a view to a summary being included within the revised Medway Community Plan.

8.

Acceptance of Tender: Street Lighting

Decision:

313/2003 The Cabinet accepted the tender submitted by PDW Primafox Ltd on the terms set out in the report.
