Summary
This report will ask the Cabinet to reconsider the decisions made by the Cabinet on the 23 September 2025 in relation Local Government reorganisation.

Note: Both consideration of this report and an additional meeting of the Cabinet on 6 October will only take place in the event that the decisions made by the Cabinet on 23 September 2025 are called in and that the Business Support and Digital Overview and Scrutiny Committee subsequently asks the Cabinet to reconsider these decisions.

The report together with any other documents being considered (unless they contain exempt information) will be available for inspection 5 clear days before the decision is taken by the Cabinet. If you wish to submit information to the Cabinet about the item please also contact Democratic Services.

On this occasion it has not been possible to provide this 28 clear days’ notice and therefore Section 10 (General Exception) of the above regulations have been complied with. It was not possible to include this report on the Forward Plan with 28 days’ notice because the Council had not concluded its consideration of the options regarding submission of proposals for LGR by that point and therefore a) the need for the report to be considered by the Cabinet on 23 September had not been identified at this point and b) the Cabinet’s decisions on 23 September 2025 cannot be called in until after the Cabinet meeting has taken place.
