Summary

This report will set out plans for the long-term future of Splashes sports centre in Rainham and seek approval for an addition to the Capital programme, which is a matter for Full Council, to fund the proposed development.

It is noted that the Local Authorities (Executive Arrangements)(Meetings and Access to Information)(England) Regulations 2012 requires 28 clear days’ notice of the intention to make a key decision.

On this occasion it has not been practicable to provide this 28 clear days’ notice and therefore Section 10 (General exception) of the above regulations has been complied with. It was not possible to include this report on the Forward Plan with 28 days’ notice because the current closure of sports centres together with ongoing repairs required to the existing building have led to a strategic review of the future requirements for a family-friendly leisure facility at Splashes, and it is considered appropriate to bring forward development proposals at this stage to enable works to be undertaken prior to the centre re-opening. This review had not been concluded when the Forward Plan was published.
