Summary
This report will provide details of a proposal for the Housing Revenue Account (HRA) to borrow additional funds, which will be a matter for consideration and approval by Full Council, to explore the purchasing of sites, at varying stages of development, as and when a financially viable development opportunity presents itself.

On this occasion it has not been possible to provide this 28 clear days’ notice and therefore Section 10 (General Exception) of the above regulations have been complied with. It was not possible to include this report on the Forward Plan with 28 days’ notice because the evaluation process had not been concluded by that point.

The Chairman of the Business Support Overview and Scrutiny Committee has agreed, in accordance with the provisions of the 2012 Regulations, that this matter is both urgent and cannot be reasonably deferred until the next Cabinet meeting on 4 August 2020 to enable the Cabinet to make a recommendation to Full Council on 16 July 2020 in respect of the approval of funding, as otherwise, the earliest opportunity to submit a report to Full Council would be 8 October 2020.
The Cabinet’s response to any representations will be published on 29 June 2020 within the Cabinet Agenda. A final decision on whether this item will be determined in private will be taken during the meeting.
