Summary

This report will set out the proposed response to the Ministry of Housing Communities and Local Government (MHCLG) consultation for Cabinet’s consideration and approval. This consultation sets out the proposed revisions to the National Planning Policy Framework. These revisions implement policy changes previously consulted on through the Housing White Paper (Fixing our broken housing market), 2017, Planning and affordable housing for Build to Rent, a consultation paper, 2017 and Planning for the right homes in the right places consultation, 2017.

The report together with any other documents being considered (unless they contain exempt information) will be available for inspection 5 clear days before the decision is taken by the Cabinet. It is noted that the Local Authorities (Executive Arrangements)(Meetings and Access to Information)(England) Regulations 2012 requires 28 clear days’ notice of the intention to make a key decision.

On this occasion it has not been practicable to provide 28 clear days’ notice and therefore Section 10 (General Exception) of the above regulations have been complied with. It was not possible to include this report on the Forward Plan with 28 days’ notice because the impact of proposed revisions published on 5 March 2018 had not been fully evaluated by that point and the consultation response is required to be submitted to the MHCLG by 10 May 2018 ahead of the next available Cabinet meeting.
