Summary

This report will set out proposals for a potential use for the empty building at the Elaine Centre in Strood, by encouraging the establishment of a free school on that site given the need for alternative provision for primary aged pupils at risk of permanent exclusion.

It is noted that the Local Authorities (Executive Arrangements)(Meetings and Access to Information)(England) Regulations 2012 requires 28 clear days’ notice of the intention to make a key decision.

On this occasion it has not been possible to provide this 28 clear days’ notice and therefore Section 10 (General Exception) of the above regulations have been complied with. It was not possible to include this report on the Forward Plan with 28 days’ notice as the evaluation process on whether to bring these proposals forward had not been concluded by that point, including consideration by the Children and Adults Capital Programme Cabinet Advisory Group on 17 June 2016.
