Social Care Impact Bond

Summary

The paper will outline a possible model for a Social Impact Bond for Children's Social Care and the potential efficiencies to be realised if this is implemented. Cabinet will be asked to agree for officers to submit an application and go out to tender for a social impact bond partner organisation.

It is noted that the Local Authorities (Executive Arrangements)(Meetings and Access to Information)(England) Regulations 2012 requires 28 clear days’ notice of the intention to make a key decision.

 

On this occasion it has not been possible to provide this 28 clear days’ notice and therefore Section 10 (General Exception) of the above regulations have been complied with. This is because the initial evaluation process on the proposals had not been concluded by that point
