Child and Adolescent Mental Health Services (CAMHS) Local Transformation Plan

Summary

The Cabinet will be asked to delegate authority to the Director of Children and Adults Services, in consultation with the Portfolio Holder for Children’s Services and the Chairman of the Health and Wellbeing Board, to work with the Medway Clinical Commissioning Group (CCG) to finalise and submit the Local Transformation Plan to the Department for Health.

It is noted that the Local Authorities (Executive Arrangements)(Meetings and Access to Information)(England) Regulations 2012 requires 28 clear days’ notice of the intention to make a key decision.

 

On this occasion it has not been possible to provide this 28 clear days’ notice and therefore Section 10 (General Exception) of the above regulations have been complied with. This is because the NHS England guidance entitled “Local Transformation Plans for Children and Young People’s Mental Health and Wellbeing: Guidance and support for local areas” was not published until August 2015 and therefore, it was not possible to finalise the governance arrangements for the approval of the Plan by the publication date of the Forward Plan (28 August 2015).
