This report will set out the results of the tender for SEN home to school transport, and seeks permission to award contracts for transport provision for the following three schools (Warren Wood School, Brompton Academy and Rivermead School).

It is noted that the Local Authorities (Executive Arrangements)(Meetings and Access to Information)(England) Regulations 2012 requires 28 clear days’ notice of a Cabinet meeting to be held in private. On this occasion it has not been possible to provide this 28 clear days’ notice. The Chairman of the Children and Young People Overview and Scrutiny Committee and (in the absence of a Chairman) the Vice-Chairman of the Regeneration, Community and Culture Overview and Scrutiny Committee have agreed, in accordance with the provisions of the 2012 Regulations, that this matter is both urgent and cannot be reasonably deferred. The reasons for the urgency are due to the fact that the Council needs to have this in place for 1 April 2014 so that the savings can be delivered for the new year. Any delay to the final Cabinet decision on this matter will impact on mobilisation by 1 April 2014.
The Cabinet’s response to any representations will be published on 9 December 2013 within the Cabinet Agenda. A final decision on whether this item will be determined in private will be taken during the meeting
