PROVIDENCE AVENUE ROCHESTER ME1 1NF CONTROLLED PARKING ZONE (CPZ)

We the undersigned petition the council to amend the CPZ for Providence Avenue Rochester ME1 1NF from “R1 permit holders or 2 hours no return within 1 hour” to “R1 permit holders only at any time”.

A controlled parking zone (CPZ) was introduced on Providence Avenue, Rochester Riverside ME1 1NF on 2nd January 2024 as a result of public notice dated 23rd November 2023.For all other adjoining roads, the restriction introduced at the same time was “R1 permit holders only at any time”. Exceptionally (other than one 16 metre spot near Blue Boar Lane) for Providence Avenue the restriction was “R1 permit holders or 2 hours no return within 1 hour”.

It has been obvious that the “2 hours no return within 1 hour” restriction option for Providence Avenue does not work and is difficult to enforce. It is wide open to abuse as traffic wardens need to visit the road several times within a 2 to 3 plus hours window in order to enforce the 2 hour limit. Some drivers are well aware of this and blatantly ignore the restrictions, particularly from mid-afternoon until early morning as they consider the chances of getting a Penalty Charge Notice (PCN) are remote. A large white van is a well-known repeat offender. The situation is made worse by a considerable number of flats in Glenway Road having no off-road parking and so are allocated Resident parking permits, many of which are used in Providence Avenue. The combination of these two factors can make parking in Providence Avenue sometimes difficult to find for legitimate Resident parking permit holders and Visitor permit holders.

Countryside/Vistry and Medway Council have promoted Rochester Riverside as an environmentally friendly development discouraging the excessive use of motor vehicles and parking because of its close proximity within walking distance of Rochester town centre, Rochester railway station and plentiful local buses. It is hard to reconcile this policy with encouraging parking for 2 hours within restriction. Furthermore, Furrell’s Park is a privately owned park with maintenance paid for by the residents. Visitors on foot are welcome but cars (other than those with legitimate Resident and Visitor parking permits) should be discouraged.
