Urgent matters by reason of special circumstances

The Chairman will announce any late items which do not appear on the main agenda but which he/she has agreed should be considered by reason of special circumstances to be specified in the report.

This urgent meeting is being convened with the agreement of the Vice-Chairman of the Licensing and Safety Committee to consider and determine an application for a Temporary Event Notice following an objection by Environmental Protection. Schedule 1 of the Licensing Act 2003 (Hearings) Regulations 2005 state that a hearing must be held within 7 working days beginning with the day after the end of the period within which an objection may be made.

The reason of special circumstances for the urgent meeting being convened is that, in the opinion of Environmental Protection, the applicant has not given sufficient information to demonstrate that noise management has been considered. As a result it is necessary to convene a meeting of the Licensing Hearing Panel as a matter of urgency to consider the matter.
