This report summarises the content of agenda item 6, which, in the opinion of the proper officer, contains exempt information within two of the categories in Schedule 12A of the Local Government Act 1972. It is a matter for the Committee to determine whether the press and public should be excluded from the meeting during consideration of documents.

Minutes:

The Committee agreed to exclude the press and public during consideration of the Agenda Item 6 because consideration of this matter in public would disclose exempt information falling within paragraphs 3 and 5 of Schedule 12A of the Local Government Act 1972 (Information relating to financial or business affairs of any particular person (including the authority holding that information) and Information in respect of which a claim to legal professional privilege could be maintained in legal proceedings) and, in all the circumstances of the case, the public interest in maintaining the exemption, outweighed the public interest in disclosing the information.

Call-In - Queen Street development update

This exempt report advises the Committee of a notice of call-in relating to a proposed development in Queen Street.

Members considered an exempt report regarding notice of call-in received from six members of the Council of two of the Cabinet decisions taken at the meeting of the Cabinet held on 5 April 2022 relating to the progress of a proposed development on a car park site in Queen Street, Chatham.

 

Decision:

 

The Committee agreed to:

 

a)      Note the two called-in Cabinet decisions within decision no. 58/2022, and;

 

b)      Call on Cabinet to:

 

i)    recognise the requirement to not have any services or projects tendered which are contrary to Council policy.

 

ii)   introduce a formalised, improved system of governance and accountability of significant (in terms of budgets over £100,000 or more than 3 years) projects in Medway.

 

iii) ensure all decision making is fully minuted to make sure that all the processes are transparent.

 

iv) enable appropriate monitoring of major projects using published milestones and a timeline.
