This report requests Council approval for a number of amendments to the Capital Programme as recommended by Cabinet on 8 March 2022.

Background:

 

This report provided details of proposals to make a number of amendments to the Capital Programme as recommended by Cabinet on 8 March 2022. These amendments included an addition to the Capital Programme in relation to the Medway City Estate Connectivity Scheme and a number of removals from the Capital Programme of unspent budget, as se out in sections 3 to 6 of the report.

 

The Leader of the Council, Councillor Jarrett, supported by the Portfolio Holder for Portfolio Holder for Inward Investment, Strategic Regeneration and Partnerships, Councillor Rodney Chambers OBE, proposed the recommendations set out in the report.

Decision:

 

The Council agreed to remove the schemes and unspent budget set out in sections 3 to 6 of the report from the Capital Programme, and to add £236,000 S106 funding to the Capital Programme, as set out in section 7 of the report.

Background:

 

This report presented the results of the third round of the Council’s capital budget monitoring process for 2021/2022. The report explained that this forecasted an underspend of £2.266million.

 

The report also requested that the Cabinet recommended to full Council the removal of a number of completed schemes and unspent budget from the capital programme. A list of these was set out in section 14 of the report.

 

It was noted that the virement set out in the report did not require Cabinet or Council approval as it was under the limit of £150,000 and therefore could be approved by Directors under delegated authority.

The Cabinet recommended to full Council the removal of the following completed schemes and unspent budget from the capital programme:

 

a)   9X532 – Hundred of Hoo Primary Expansion Phase 2 (£5,000)

b)  9X550 – Rainham Mark Expansation (£3,000)

c)   9X554 – Halling Primary Phase 2 (£32,000)

d)  9X567 – Rainham Girls Bulge (£6,000)

e)   9X838 – Abbey Court Relocation & Expansion (£3,000)

f)    9L286 – Pottery Road Recreation Site Improvements    

(£40,000)

g)  9C714 – Licensing Shared Service Setup (£34,000)

The Cabinet recommended to full Council the addition of S106 funding of £235,272 to the Capital Programme.

 

Reasons:

 

Cabinet has the responsibility to ensure effective budgetary control to contain expenditure within the approved limits set by the Council.
