Reasons for the decision:

The aim of the review was to create a high quality service that integrated existing provision and created a service that was responsive, flexible and met local needs. The proposed integrated information and assessment service offered the most effective way of delivering this. The three-year timetable was realistic in that the review has identified a body of work that was required to improve and streamline existing joint working practices, information gathering and reporting before a fully integrated service could be achieved.
