The report will update members regarding the project and seek a formal recommendation from Cabinet to Council to proceed with implementation of the Compulsory Purchase Order and provide officers with the necessary delegated powers.

10/2005 The Cabinet agreed to recommend to Council, subject to unconditional funding being made available from the ODPM, to:

a) Proceed with the implementation of the Rochester Upon Medway City Council (Strood Riverside) Compulsory Purchase Order 1998.

b) Delegate authority to the Director of Finance and Corporate Services, in consultation with the Leader of the Council and Finance Portfolio Holder, to undertake all aspects of its implementation, in respect of all or parts of the land as necessary or appropriate, including:
i) Making the general vesting declaration(s) and the serving of notices to treat and notices of entry on occupiers.
ii) Acquisition of property interests by agreement.
iii) Negotiation and settlement of compensation claims.
iv) All aspects of estate management in relation to the site, including the grant of short-term leases and licences and the surrender or variation of existing interests.

To enable the Council to progress the regeneration of Strood Riverside.
