This report informs Members that the contract for the Black Lion Leisure Centre, and the Strand Leisure Park expires on 31 March 2004, and proposes a way forward.

The Cabinet agreed that the management of the Black Lion Leisure Centre and the Strand Leisure Park is brought under interim internal management whilst undertaking an options appraisal and market testing.
The Cabinet agreed that the outcome including options and recommendations be presented for Members to consider in a future report.

Due to the number of previous extensions there is a risk to the Council of a challenge should the contract be extended again without competition. It is also not best practice to grant continued contract extensions without market testing.
