Purpose:

This report recommends responses to Electoral Commission consultation papers on the cycle of local government elections, and the minimum ages for voting and standing as an election candidate.

Decision:

286/2003 The Cabinet approved the proposed response to the consultation on the cycle of local government elections for submission to the Electoral Commission.
287/2003 The Cabinet agreed that the Chief Executive, in consultation with the Leader, be authorised to submit a response on the consultation on voting and candidacy age, subject to that response being derived from a resolution of full Council following its consideration of views from the Youth Parliament and schools.

Reasons for the decision:

To express views on behalf of Medway Council on the matters on which the Electoral Commission is consulting, whilst allowing for full Council debate on the age of majority for voting and candidacy - which is both the theme for Local Democracy Week and the focus of the Youth Parliament Conference.
