29/2009 The Cabinet recommended to Full
Council on 26 February 2009 the Council Plan 2009-12 for approval
and that the Council Plan replace the Performance Plan within the
Policy Framework list, as set out in Article 4 in Chapter 2 of the
Constitution.
30/2009 The Cabinet recommended to Council on 26 February 2009 that
the Assistant Director of Communications, Performance and
Partnerships is delegated authority, in consultation with the
Portfolio Holder for Customer First and Corporate Services, to make
minor changes to the plan prior to publication to ensure its
accuracy and (if necessary) to reflect the final Budget as agreed
by Council on 26 February 2009.
31/2009 The Cabinet agreed that the Assistant Director of
Communications, Performance and Partnerships is instructed to
continue to develop and modify the Critical Success Factor basket
of indicators to capture the outcomes of the Council
Plan.
Strong business planning processes and a clear
strategic framework are regarded as best practice, and will enable
the organisation to demonstrate how it is using resources to meet
locally specific objectives. It will also enhance performance
against Comprehensive Area Assessment and Use of Resources
inspection frameworks.
