Purpose:

This report presents a reference from Regeneration, Community and Culture Overview and Scrutiny Committee regarding a proposal to make a pilot project on verge parking bans permanent.

Decision:

232/2008 The Cabinet agreed: i) To the retention of the current verge parking ban orders; ii) To the 'rolling out' of verge parking orders, in principle, throughout Medway on a phased basis and the site appraisal criteria being met as outlined in paragraph 3.3 of the report, prioritising them on the basis of road safety network management, the acceptability to local residents and the effect of the amenity to the neighbourhood; iii) That any future requests are ranked and scored in terms of priority; iv) That adequate funding is provided through the budget setting process; v) To investigate the possibility of allowing parking on Beechings Playing Field for Gillingham Football Club supporters on match days subject to weather permitting and a small charge being made to cover costs.

Reasons for the decision:

The success of the verge parking enforcement pilot scheme indicates that residents and their visitors have now accepted and worked to the new restrictions. The verges are now in excellent condition with all previously damaged areas being repaired and showing good grass coverage. The overall 'street scene' and environment of the streets has therefore been considerably enhanced to the benefit of the area and this could be used appropriately elsewhere to enhance the street scene across Medway.
