Purpose:

To consider the findings and recommendations of the Mental Health Fundamental Review.

Decision:

208/2007 The Cabinet noted that the staff currently employed by Medway Council and seconded to the Kent and Medway Partnership Trust within Community Resource Services will be transferred under the TUPE regulations to the Kent and Medway Partnership Trust with effect from 1 April 2008.
209/2007 The Cabinet noted the contents of this report and the outcome of the review so far.

Reasons for the decision:

The two year period of secondment was originally put in place to support the new integrated working arrangements between Medway Primary Care Trust, Medway Council and The Mental Health Trust (later Kent and Medway Partnership Trust). Integrated working is now national best practice and in Medway this way of working has been in place for over five years and is well established. The current seconded model of staffing does not support this and a transfer of staff under TUPE from Medway Council to the Kent and Medway Partnership Trust provides the best outcome for both staff and service users.
