To report on the most recent monitoring position for the current capital budget.

The Cabinet noted that spending on the approved budget amounted to approximately £16m.
The Cabinet noted the proposed use of capital resources available to fund the programme, as referred to in table 2 of the report.
The Cabinet recommended to Council that the proposed amendments to the authority's treasury guidance as set out in section 10 of the report be approved.

Cabinet has the responsibility to ensure effective budgetary control to contain expenditure within the approved limits set by Council.The Council has adopted the Treasury Management Code of Practice, which stresses the need to maintain best practice in treasury matters. The recommended revisions respond to the changing environment in which the Council operates.
