Purpose:

This report will ask Cabinet to consider waiving contract rules to enable a sole supplier tender procurement for rural multi media kiosks.

Decision:

351/2004 The Cabinet agreed to waive contract rules to permit a single tender action with BT for the procurement of kiosk technology as set out in paragraph 2.3 of the report.

Reasons for the decision:

The provision of public access points within the rural areas will support the dual aims of First Point of Contact and enabling the electronic delivery of services. A single tender action will provide the most suitable and cost-effective solutions to meet the PSA targets, as stated within section 6 of the report. The use of the standard tender procurement for rural kiosks will present a significant risk to Medway's ability to meet the stated PSA targets in terms of procurement timescales and supplier lead-times.
